An AI automation agency in Dubai builds systems that answer your customers for you on WhatsApp, Instagram, Facebook and the phone, and record every conversation. A good one also settles who owns your WhatsApp number, how the Arabic is tested and when a person takes over. This guide covers what gets built, what it costs, the Meta and UAE rules that apply, and the questions to ask before you sign. The short answer

The rules. Since 15 January 2026, Meta's terms have barred general-purpose AI assistants from the WhatsApp Business Platform. An assistant that serves one business's own customers is a different case.
The test. Send the demo a Gulf Arabic voice note, ask for a person halfway through, and ask who will hold your two-step verification PIN.
What an AI automation agency in Dubai actually builds
The phrase covers anything from a website chat widget to a sales team made of software. For a business that sells through conversations, the useful systems sit where customers already write to you. Why coverage hours matter more than the demo
Article 17 of Federal Decree-Law No. 33 of 2021, the UAE Labour Law, sets normal private-sector hours at eight a day or 48 a week. During Ramadan, the government portal says those hours drop by two a day. A week has 168 hours, so one full-time person covers at most 48 of them.
A Jumeirah clinic's week, counted in hours
Opening hours: 10am to 9pm, Saturday to Thursday. That is 11 hours a day over six days, or 66 hours.
Closed hours: 168 minus 66 leaves 102 hours a week with nobody at the front desk.
Staffing the open hours: 66 hours against a 48-hour maximum means at least two receptionists, before leave and sick days.
The gap: every WhatsApp sent in those 102 closed hours waits until morning, unless something answers it.

This is the honest case for automation in Dubai. It does not replace the person at the desk. It covers the hours when that person is asleep, and the peak hours when they are serving someone in front of them.
Agency, subscription tool or in-house team: three ways to buy it

What it costs in Dubai, and what moves the price
Most quotes blur the fact that there are two separate bills. The first is the agency's fee for building and running the system. The second is Meta's charge for each WhatsApp message, which Meta sets. On top of both, the Federal Tax Authority applies VAT at 5%.

Meta's message fees from 1 October 2026
Meta charges per message delivered, at rates it publishes for each market. From 1 October 2026, Meta's developer documentation says it charges for service messages and for utility messages sent inside an open 24-hour customer service window. Each business phone number gets 1,000 free service messages a month.

Who pays Meta, and how
Meta's documentation describes two kinds of provider. A Solution Partner has a Meta credit line it can extend to clients, and invoices them directly. With a Tech Provider, the client adds its own payment method and Meta bills the client for API usage. Either can work, as long as you see Meta's rates separately from the agency's fee. Who owns the WhatsApp number, the account and the data
This is the question that separates a supplier from a landlord. Meta's wording is plain: businesses onboarded via Embedded Signup "own all of their WhatsApp assets". The provider gets access to manage those assets for you. Meta also tells providers that the customer's own access to WhatsApp Manager cannot be restricted.
So the default, done properly, is that you own everything. Problems start when an agency creates the account inside its own business portfolio for speed. Check this on day one, not on the day you want to leave.

What UAE law expects of your agency
Under Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data, your business is the controller. An agency running the AI for you processes data on your behalf, so it is the processor. Article 8 lists the processor's duties. These matter most in an agency contract:
- Your instructions, in writing. Processing follows the controller's instructions and a contract setting the scope, purpose, nature and type of data.
- Erase or return at the end. The data must be erased when the processing period ends, or handed to the controller.
- A record of processing. The processor keeps a record of what it processes for you, including cross-border movement, and shows it to the UAE Data Office on request.
- Breaches reported at once. Article 9 requires a processor to tell the controller about a breach as soon as it knows.
Article 1 of the same law lists a person's voice among the things that can identify them. A customer's voice note is personal data, and so is a recorded call. Ask where both are stored, and for how long.
Meta's terms add a protection of their own. A business may not let WhatsApp Business Platform data "be used to create, develop, train, or improve any machine learning or artificial intelligence systems". An agency that does not know Meta's rules can get your number restricted. Each rule below is from Meta's own documents, checked on 2 October 2026.

The AI rule needs careful reading. Section 4.7 bars AI providers when AI is "the primary (rather than incidental or ancillary) functionality" on offer. An agent answering a clinic's patients about the clinic's own services is incidental to the clinic's business. That is how we read the terms, and how Learnmind agents are built.

Arabic quality: how to test it before you sign
Supporting Arabic is easy to claim and hard to prove in a sales demo. In our experience, few demos are tested the way Gulf customers actually write. This test takes 20 minutes and one Arabic speaker on your team. It is our own method, not an industry standard.

The Instagram limit has an Arabic twist. Meta caps Instagram message text at 1,000 bytes, not characters. Under the UTF-8 standard, RFC 3629, code points from U+0080 to U+07FF take two bytes each. Arabic letters such as ب (U+0628) sit in that range, so an Arabic reply holds roughly half the letters of an English one.

UAE data and marketing rules your agency should know
We found no UAE federal law written specifically for AI customer service. Several existing laws still apply to what an AI system does, and a good agency raises them before you do. The government portal says the federal data protection law came into force on 2 January 2022.

For DIFC firms, Regulation 10 names two roles. A January 2026 summary by the law firm Mayer Brown says the "Deployer" is treated as controller and the "Operator" as processor. High-risk processing also needs an Autonomous Systems Officer. If you are in the DIFC, your agency is likely the operator, and the duty to give notice falls on both of you.
Clinics face the strictest mix. On our reading, Federal Law No. 2 of 2019 is the kind of health legislation that Article 2 of the federal data law steps aside for. We cover that in AI automation for healthcare in the Middle East.
Outbound AI sales calls are a regulated activity in the UAE.
Cabinet Resolution No. 56 of 2024 was issued on 10 June 2024. Article 4 requires prior approval to practise phone marketing. Calls must be recorded, with the consumer told at the start, and never made to numbers on the Do Not Call Registry.
Article 5 limits calls to 9am to 6pm, and allows automated systems only within these rules. Cabinet Resolution No. 57 of 2024 sets fines, from AED 10,000 for a first call outside the hours to AED 150,000 for repeated calls to registry numbers.
The resolution's definition of telemarketing also covers marketing text messages and marketing messages through social media applications. On our reading, that puts promotional WhatsApp broadcasts close to its scope. So the cautious course is to send them between 9am and 6pm, and only to people who opted in. Six signs to walk away.
They want your number in their own business portfolio. They offer to message your whole contact list, or a bought list, on WhatsApp. They promise outbound AI sales calls at any hour.
They cannot show Arabic live. There is no written data processing agreement. Their price hides Meta's fees inside one monthly figure.

What happens when you leave an agency
Every agency relationship ends one day. A clean exit is quick if ownership was right from the start. Meta's documentation describes moving a number between providers through Embedded Signup, and says the client can start it.
The display name, quality rating, messaging limit and Official Business Account status move with the number. So do approved high-quality templates, which are duplicated, and uploaded media. Template quality ratings do not move: they restart as unknown.
Meta lists the conditions too. Two-step verification must be disabled, the business verified, the WhatsApp Business Account approved, a payment method attached and no display name change pending. Messages keep flowing during the move, though templates pause while they are duplicated.

You should. Meta's documentation says businesses onboarded through Embedded Signup own all of their WhatsApp assets. Check that the account
sits in your own business portfolio, and that you hold the two-step verification PIN.
Are AI assistants allowed on WhatsApp Business in 2026?
Since 15 January 2026, Meta's terms bar AI providers whose AI is the primary function on offer, such as general-purpose assistants. An
assistant answering a business's own customers about its own services is incidental to that business. That is our reading of section 4.7.
Can an agency process my customers' data outside the UAE?
Articles 22 and 23 of Federal Decree-Law No. 45 of 2021 allow transfers abroad on set grounds, such as adequate protection or express consent.
Health data is stricter: under Article 13 of Federal Law No. 2 of 2019, it leaves the UAE only in cases a health authority decision sets.
