AI voice agents in Dubai: what they can do on the phone, the UAE rules for AI calls, and what they cost

An AI voice agent can legally answer and make phone calls for a Dubai business, but the two directions sit under very different rules. A customer calling you is ordinary customer service; a marketing call you place falls under the UAE's 2024 telemarketing resolution. That call must come from your licensed UAE number between 9am and 6pm, open with a recording notice, and never reach a number on the Do Not Call Registry. The short answer

Answering calls is the easy part, legally. The UAE's telemarketing rules cover calls a company makes to a consumer to market something. A customer ringing your clinic or showroom is outside that definition.

An AI may make marketing calls, with every human rule still applying. The resolution allows automated systems for marketing "in accordance with the provisions of this resolution". Company fines run from AED 10,000 to AED 150,000.

The UAE's telemarketing rules do not make a caller say it is an AI. Banks and insurers are different. Since 31 March 2026, the Central Bank's consent rules list AI-based agents as a contact method the customer chooses.

Gulf Arabic is still the weak spot. In a 2024 benchmark, the best open-source speech recogniser got about 19% of words wrong in Modern Standard Arabic and about 48% in Gulf speech.

What an AI voice agent is, and how it differs from a phone menu or a robocall

An AI voice agent holds a live phone conversation. It hears the caller, turns the speech into text, decides what to say from facts the business has approved, and speaks the reply in a synthetic voice. A good one also acts during the call: it checks a calendar, books a slot or transfers the caller to a person.

An AI voice agent is not a WhatsApp voice note either. A voice note is a recorded message sent inside a chat, which we cover in AI voice notes for business. The phone is not the only door in the UAE. In a YouGov poll of 1,000 UAE residents, reported in February 2024, 65% had used WhatsApp for a product or service enquiry in the past year. Some 55% had used a call centre. The same poll found 87% want businesses to use a real person over a chatbot or AI. So a sensible voice agent answers every call, and makes a person easy to reach.

The body that licenses the business's activity: the Central Bank for banks and insurers, each emirate's authorities for most others.
Word error rate
The share of spoken words a speech recogniser gets wrong. Lower is better.
Khaliji
Gulf Arabic, the family of dialects spoken across the Gulf states.
Barge-in
The caller interrupting while the agent is speaking. A good agent stops and listens.
Endpointing
How the agent decides the caller has finished. Too early cuts people off; too late leaves dead air.

Answering calls and making them are two different legal worlds

The UAE's telemarketing rules are set by Cabinet Resolution No. 56 of 2024 on the Telemarketing Regulations. We call it Resolution 56 from here on. Its definition is the most important sentence for anyone planning a voice agent.

Telemarketing means "Phone Calls made by a company or a natural person to a Consumer for marketing, advertising or promoting the products or services they provide". It includes "marketing text messages and marketing messages through social media applications". So the same rules reach a WhatsApp promotion, not only a call.

Three words do the work: made, to and marketing. A call the customer places to you is not made by you. A reminder about a booked appointment is not marketing. A call offering a new package to last year's customers is both.

The resolution also excludes "Marketing Phone Calls made at the request of the Consumer" from its definition of unwanted calls. On our reading, a requested callback stops being unwanted but is still a marketing call. The hours and the recording notice still apply to it.

Resolution 56, clause by clause, for an AI caller

Resolution 56 was issued on 10 June 2024. It took effect on 27 August 2024, according to Clyde & Co. It applies to "all companies licensed in the State, including those located in free zones". The right-hand column is our reading, not legal advice.

The text sets hours, not days. We found nothing in Resolution 56 that changes the window at weekends, on public holidays or in Ramadan. Under Article 9, the Central Bank covers banks, finance and insurance. The Securities and Commodities Authority covers securities trading, and each emirate's local authorities cover everyone else.

The fines, from Resolution 57

Penalties sit in a companion text, Cabinet Resolution No. 57 of 2024. Its Table 1 lists 18 violations for companies. These are the ones an AI calling system can trigger, in AED.

Fines are one of four penalties in Article 3 of Resolution 57. The others are a warning, suspension for 7 to 90 days, and cancellation of the licence with the phone number removed. A repeat within six months lets the authority go straight to the most severe penalty.

Individuals face a separate table. Marketing from a personal number costs AED 5,000, with every number in that person's name cut until the fine is paid. A third costs AED 50,000. If it comes within 30 days of the second, the person can lose all UAE telecom service for 12 months.

Outbound marketing rules elsewhere in the Gulf

The Do Not Call Registry, and how hard it is enforced

TDRA's consumer page, updated on 13 July 2026, gives residents two steps. Send "DNCR" to 2211 or 1012 to register a number. Send the caller's number to 2211 or 1012 to report an unwanted marketing call.

The operators publish the business side. The e& business page says "Businesses and telemarketers must not make promotional calls to customers registered with the DNCR, regardless of prior consent." From September 2026, it says, organisations "must regularly verify" numbers before promotional calls. The check is free in the operator's business portal.

The same page explains black points. A line that collects five under the Voice Spam Policy enters the Do Not Originate Register, and its outgoing calls are barred. Removal needs a regulatory fine of AED 5,000 per number to be paid. An offshore telemarketing team working for a UAE business must follow the same rules.

Enforcement is rising. Khaleej Times reported TDRA's figures on 5 August 2026. By June 2026, TDRA had issued 3,301 violations to individuals marketing from personal numbers, totalling AED 19.19 million in fines. The public had flagged 92,748 numbers, and 9,433 had been disconnected. In late 2024 the fines total had been AED 3.8 million.

Consent may not get you past the registry.

Resolution 56 excludes calls "at the request of the Consumer" from unwanted calls. The operator's guidance says DNCR numbers are off limits "regardless of prior consent".

Until the two are reconciled in writing, we treat a DNCR number as closed to promotional calls. The one exception we would consider is a specific callback the customer has just asked for.

Banks, insurers and finance companies: the Central Bank names AI directly

The Central Bank of the UAE's Telemarketing Regulation, reference C 3/2026, took effect on 31 March 2026, with 90 days to comply. It is the first UAE rulebook we found that names AI calling in its text. A telemarketer, it says, "may include using automated communication systems and artificial intelligence".

Article 14.2 deserves a slow read. Telemarketing must not be directed to customers "who have not answered a Telemarketing attempt regarding the same Product and/or Service". Read literally, one unanswered call closes that product for that customer, which is stricter than Resolution 56. Get the institution's compliance reading in writing before launch.

An opening an insurer's AI agent could use

Who is called: a customer who opted in, by AI agent and in English, to hear about car insurance offers.

Line 1: "Good afternoon. This is the automated assistant for [insurer], a licensed insurance company in Dubai."

Line 2: "I'm calling about the car insurance offers you asked to hear about. This call is recorded."

Line 3: "You can complain to us or the Ombudsman Unit, and join the Do Not Call Registry at any time."

Line 4: "It takes about three minutes. Is now a good time, and shall I go ahead?"

If the answer is no: the agent ends the call, logs the refusal and removes the number from the campaign.

Telling callers they are speaking to an AI

Resolution 56 says nothing about artificial intelligence or disclosure. It requires the company and purpose at the start, and it bans deception and misleading. On our reading, an agent that answers "yes" to "Are you a real person?" is misleading the caller.

Three other regimes go further. The Central Bank makes AI calls something a bank customer opts into. In the DIFC, Regulation 10 of the Data Protection Regulations requires notice at first use of any service whose systems process personal data. Mayer Brown summarises it as alerting users to processing "not initiated or directed by humans".

In the EU, Article 50 of the AI Act has applied since 2 August 2026. People must be told they are interacting with an AI unless that is obvious, at the latest at the first interaction. A Dubai business calling EU residents should take advice on whether that reaches it.

Good practice, and the direction regulators are taking, is to say it in the opening lines, offer a person, then be useful. With 87% of polled UAE residents saying they want a real person, an easy route to one matters. Here is how disclosure can sound in each language.

If the agent's voice is modelled on a real member of staff, treat it as that person's data. Amal Alrashedi Lawyers summarise the UAE's federal data protection law as counting a person's voice as personal data. DIFC Regulation 10 also says a system resembling an identifiable person may be processing that person's data. Get the staff member's written consent, and agree what happens to the voice when they leave.

Recording calls in the UAE: consent first

UAE criminal law protects private phone conversations. Article 431 of the Crimes and Penalties Law, Federal Decree-Law 31 of 2021, covers recording them without consent. We could not open the official text, so we rely on two law firm summaries.

Amal Alrashedi Lawyers describe Article 44 of the cybercrime law as prohibiting the recording of private conversations without consent. They put the penalty at detention of at least six months and, or, fines of AED 150,000 to AED 500,000. MIO Law Firm wrote in June 2026 that recording without consent carries criminal risk, "even if you are a participant in the call".

MIO also addresses the familiar "this call may be recorded" notice. If the notice is clear and the caller carries on, the business may argue implied consent. MIO calls that weaker than explicit consent.

For marketing calls, the choice is made for you: Resolution 56 requires recording and a notice at the start. Banks and insurers must keep telemarketing records for five years.

A recording also holds personal data. The government portal summarises the UAE Personal Data Protection Law, in force since 2 January 2022, as banning processing without the owner's consent outside listed exceptions. Health data has its own law, regulating information technology in health care, free zones included.

Voice quality in Dubai: Gulf Arabic, speed and interruptions

A voice agent can follow every rule and still lose the caller. The usual reasons are mishearing and bad timing. Both can be tested before launch, and neither shows up in a sales demo.

Gulf Arabic is where speech recognition still slips

The Open Universal Arabic ASR Leaderboard, published in December 2024, tested 14 open-source speech recognition set-ups on multi-dialect datasets. Its authors found all models "achieve their best results on MSA, but exhibit a significant decline when applied to dialects such as Egyptian and Khaliji". They suggest public datasets hold more Modern Standard Arabic than dialect speech.

These are the best-ranked model's results on SADA, the Saudi Audio Dataset for Arabic, which holds over 600 hours of speech.

These are open-source models tested in late 2024 on a Saudi-recorded dataset. Commercial systems may do better or worse, and none of this is Emirati-specific data. The authors note their test sets hold very few code-switching samples, so mixing Arabic and English in one sentence is barely measured.

A high word error rate does not mean the agent fails every other sentence, because meaning often survives a misheard word. Names, phone numbers, dates and amounts do not survive, and a booking needs all four. So test the details, not the small talk.

Speed, silence and interruptions

Conversation runs on tight timing. Stivers and colleagues measured how fast people answer yes-or-no questions in 10 languages, in PNAS in 2009. The average gap was 208 milliseconds, and every language's average fell within about 250 milliseconds of that. Arabic was not in the sample.

The phone network has its own budget. ITU-T Recommendation G.114 says that below 150 milliseconds of mouth-to-ear delay, most applications "will experience essentially transparent interactivity". It sets 400 milliseconds as the one-way limit for network planning. An AI agent adds its own processing time on top.

Silence carries meaning. Research on English conversation, cited in the same paper, found that replies which do not answer the question are often delayed by up to a second. A caller hears a long pause as hesitation, or as a dropped line.

What a good voice agent handles in Dubai, and what it should not

The best first job for a voice agent is the call nobody answers now. After hours, at lunch and in the evening rush, the alternative is voicemail or a ringing phone. Everything else follows from the rules above and from what the agent can verify.

The arithmetic holds a useful point. At 2,000 minutes, Starter would cost USD 299 plus 1,500 minutes at USD 0.25, so USD 674. That is below Professional's lowest price. A business moves to Professional for booking, integrations and WhatsApp, not for the minutes.

Professional adds WhatsApp plus voice, so confirmations can follow the call in a chat. Meta's October 2026 UAE rate is USD 0.0157 per utility or service message, so 200 confirmations cost USD 3.14 in Meta fees. How we checked this, and what we could not settle

Checked: Resolutions 56 and 57 were read in the English texts published by the UAE Ministry of Economy. The official legislation portal blocked automated access. The Central Bank regulation was read on its own rulebook, and the DNCR steps on TDRA's page on 2 October 2026. Enforcement figures are TDRA's, as reported by Khaleej Times.

Not settled: the recording offences and the treatment of voice as personal data come from law firm summaries, not official texts. DIFC Regulation 10 is as Mayer Brown summarises it, because the DIFC site refused our requests. We did not find which Dubai body issues the Article 4(1) approval, or a ruling that reconciles the operator's consent line with the resolution. Qatar, Kuwait and Bahrain were not verified.

Is it legal to use an AI voice agent to answer calls in Dubai?
Yes. The UAE's telemarketing rules cover calls a company makes to consumers for marketing, so an agent answering your own line sits outside them. If you record, tell callers at the start.

Can an AI make sales calls in the UAE?
Yes, within the same rules as a person. Article 5(6) of Resolution 56 of 2024 allows automated systems for marketing. Calls must run from 9am to 6pm, from numbers registered to your licence, never to DNCR numbers, and with a recording notice. They should only reach people who asked to hear from you.

Does an AI caller have to say it is an AI in the UAE?
The UAE's telemarketing rules do not say so, but they ban misleading the consumer. Banks and insurers need consent that names AI-based agents as a contact method. In the DIFC, Regulation 10 requires notice when automated systems process personal data. Saying so in the opening lines is good practice, and the direction regulators are taking.

AED 50,000 for a first violation, AED 75,000 for a second and AED 150,000 for a third, under Resolution 57 of 2024. Operators can also bar outgoing calls from a line with five black points.
