AI receptionist in Dubai: phone calls and WhatsApp in Arabic and English, built around UAE rules

An AI receptionist in Dubai answers your business phone and your WhatsApp at any hour, in Arabic or English. It books appointments into your calendar and passes anything sensitive to a person, with the details attached. Three local facts shape the Dubai version. WhatsApp is missing from TDRA's approved calling apps, many private firms work on Saturdays, and marketing calls are limited to 9am to 6pm. The short answer

It answers both channels. Calls arrive on the number you already have, and messages arrive on your WhatsApp Business account. The AI answers from facts you approve, books what it can and hands over the rest.

Voice runs on the phone network, not on WhatsApp calling. TDRA treats voice and video calls over the internet as a regulated activity, and WhatsApp is not on its list of permitted calling apps. In Dubai, the receptionist takes calls on a licensed line and uses WhatsApp for text.

Dubai's calendar needs its own rules. The federal weekend has been Saturday and Sunday since 1 January 2022. Private-sector hours drop by two a day in Ramadan, and Friday prayer is held at 12:45pm nationwide.

Answering calls is one thing; making marketing calls is another. Cabinet Resolution No. 56 of 2024 limits marketing calls to 9am to 6pm and requires a recording notice. A receptionist that answers, and returns calls people asked for, sits on the safer side of that line.

What an AI receptionist does for a Dubai business

A receptionist's job is much the same everywhere. Pick up, find out what the caller wants, answer the routine question, book the slot and pass the rest on. An AI receptionist does those jobs on the phone line and in the WhatsApp inbox, including the evenings, Sundays and Ramadan hours when nobody is at the desk.

In Dubai the job has three extra layers. Callers move between Arabic and English, sometimes inside one sentence. The phone and WhatsApp run under different rules. And the working week, Ramadan and prayer times change when the front desk is staffed. A receptionist set up for another market misses all three.

Scope one by request type, not by feature list. This is the split we use for a Dubai front desk; it is our working standard, not a regulation.

Why phone calls and WhatsApp work differently in the UAE

Start with the rule that shapes everything else. TDRA's internet guidelines say voice and video calls are VoIP services, which are "a regulated activity in the UAE". They must be provided by the licensed service providers "or in collaboration with them". The licensed providers are "obliged to block" VoIP applications that do not comply.

WhatsApp does not appear on TDRA's published list of permitted calling apps. The list names meeting tools, a few licensed calling apps and a set of telehealth apps. So do not plan on customers in Dubai reaching a voice receptionist by ringing your WhatsApp Business number.

The legal chain is older than most people expect. TDRA's VoIP Regulatory Policy, version 2.0, was issued on 30 December 2009. It says "there are two Licensees" entitled to carry out regulated telecoms activity. It also lets a licensee block a VoIP service run by anyone not licensed to provide it.

Those two licensees are e& and du, whose licences TDRA renewed from 9 August 2026 until 8 August 2046. TDRA's FAQ adds the practical rule. Third parties may provide VoIP "in collaboration with the licensees" or with TDRA's approval. Anyone using VoIP not provided that way "may be committing a criminal offence".

The design follows. Voice lives on the phone line. WhatsApp carries what is easier to read than to hear: a confirmation, a map pin, a price list. One rule links the two channels. WhatsApp's Business Messaging Policy says a business may contact people only if they gave their number and "opt-in permission" to hear from it. A caller ringing you is not that permission. So the receptionist should ask on the call: "Shall I send the confirmation to this number on WhatsApp?" A yes, logged with the time, is the opt-in.

Arabic, English and the other languages Dubai callers use

Arabic is the official language of the UAE. The government's fact sheet lists Chinese, English, French, Hindi and Russian as the other five official languages in the courts. It names Bengali, Farsi, Malayalam, Turkish and Urdu among other widely spoken languages. It also says Indians form the largest foreign community, followed by Pakistanis and Bangladeshis.

For a receptionist, the first five seconds decide whether the call works. A greeting in one language tells part of your callers they have reached the wrong place. A short greeting in both Arabic and English lets callers choose by answering in their own.

Two habits help. Read back every date with the weekday, because "Tuesday the 14th" is harder to mishear than "the 14th". And confirm every booking in writing, in the caller's language. Weekends, Ramadan and prayer times: Dubai's working calendar

Three calendar facts change when a Dubai front desk is staffed, and each needs its own rule.

The weekend is not the same for everyone

The UAE federal government works a four and a half day week, with Saturday and Sunday as the official weekend. It was announced in December 2021 and took effect on 1 January 2022. Federal employees work from 7:30am to 12pm on Fridays.

The private sector is more mixed. The government's fact sheet says Sharjah government entities work Monday to Thursday. It also says "most private companies are closed only on Sundays, while others are closed on both, Saturdays and Sundays".

So Saturday is a working day for many Dubai businesses and a day off for others. The receptionist must know which applies. "We're closed today, but I can book you for Monday at 10am" keeps the customer; "please call back" loses them.

Ramadan cuts staffed hours by two a day

On 12 February 2026 MOHRE announced that private-sector working hours would fall by two hours a day during Ramadan. Employers may use flexible or remote work within those shorter hours. The government's page on private-sector working hours, which covers the Labour Law, Federal Decree-Law No. 33 of 2021, states the same two-hour cut.

Shorter staffed hours mean more calls arrive when nobody is at the desk. If your opening times change for the month, load the Ramadan timetable before the month starts, not the week after.

Friday prayer has one time across the country

Since 2 January 2026, the Friday sermon and prayer have been held at 12:45pm in mosques across the UAE. The General Authority of Islamic Affairs, Endowments and Zakat announced the change in December 2025. The other daily prayer times move through the year, so a fixed "back in ten minutes" rule does not work.

Normal hours: 9am to 7pm, Saturday to Thursday, two receptionists.

Ramadan hours: 10am to 5pm, with reception staff on the reduced private-sector day.

The gap: calls between 5pm and 10pm used to go to voicemail for the whole month.

With an AI receptionist: calls are answered in Arabic or English, and check-ups are booked into the next morning.

Confirmations: sent by WhatsApp to callers who said yes on the call.

Urgent calls: severe pain or swelling gets the clinic's emergency instruction, and the on-call dentist gets an alert.

Which number the receptionist answers: landline, mobile, 800 or 600

Number type changes the experience. A number that starts with 800 or 8000 is toll-free: the caller pays nothing and the business covers the cost. A 600 number is not toll-free. TDRA has said, as Gulf News reported, that calls to 600 numbers are not typically covered by a mobile plan's free minutes.

That is a reason to keep calls to a 600 line short and to move longer tasks onto WhatsApp. On 27 October 2022, TDRA announced that number portability would cover 800 toll-free numbers. A change of operator need not mean a change of number.

There are three common ways to put an AI on an existing line. Decide which before anything is built.

Calls on a UAE number are carried by one of the two licensed operators, du or e&, so routing changes go through them. Ask any provider to explain the routing in writing, and keep the answer.

Call recording, consent and personal data under UAE law

A receptionist hears names, phone numbers and the reason for the call. At a clinic it hears symptoms. Four sets of rules apply, and none of them is optional because the listener is software.

The federal data protection law

Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data has been in force since 2 January 2022. The government portal says it applies to processing of personal data by electronic systems, "inside or outside the country". It prohibits processing without consent, apart from listed exceptions. People may ask for inaccurate data to be corrected, and for processing to be restricted or stopped.

DLA Piper's summary of the law adds two points for an AI receptionist. People may object to automated decisions that have legal consequences or seriously affect them. And the DIFC and ADGM free zones keep their own data protection laws, as do Dubai Healthcare City's rules and onshore health and banking data laws.

The same summary says the law's Executive Regulations had not been published as of 6 January 2025. We could not confirm the position today. The DIFC's own law is DIFC Law No. 5 of 2020, so a DIFC business should check that law first.

Health data stays in the UAE

Federal Law No. 2 of 2019 regulates technology in the UAE health sector, including its free zones. DLA Piper summarises its storage rule plainly. Health information and data related to health services provided in the UAE "may not be stored, processed, generated or transferred outside the UAE", except as health authority decisions allow.

Recording calls

DLA Piper quotes Article 431 of the UAE's criminal law. It punishes "eavesdropping, or recording, or transmitting, through a device of any type, conversations done privately or by phone" without legal authorisation or consent. We read that as a reason to tell every caller, in the first sentence, that the call is recorded.

For marketing calls the rule is explicit. Article 4(7) of Cabinet Resolution No. 56 of 2024 requires companies to record marketing calls and to inform the consumer of the recording when the call begins.

Put the recording notice and the AI's identity in the greeting.

A greeting that works: "Thank you for calling the clinic. You're speaking with Layla, the clinic's AI assistant. Calls are recorded so we can look after you properly. How can I help?" Record the same greeting in Arabic.

We found no UAE federal rule that specifically requires an AI to say it is an AI. We recommend it anyway. If a caller asks whether they are talking to a person, the answer should be true.

Answering calls versus making them: where the telemarketing rules start

An AI receptionist mostly answers. The moment it calls someone to promote something, a much stricter rulebook applies. Cabinet Resolution No. 56 of 2024 on the Telemarketing Regulations was issued on 10 June 2024. It took effect 60 days after publication in the Official Gazette.

It applies to all companies licensed in the UAE, "including those located in free zones". Its definition of telemarketing covers calls from a landline or mobile number, "including marketing text messages and marketing messages through social media applications". It also excludes from "unwanted" calls any marketing call "made at the request of the Consumer".

Article 5(6) allows automated systems to be used for marketing within the resolution's rules. So an AI caller is not banned. It must follow every rule a human caller follows.

The table lists the main controls, with the fines that Cabinet Resolution No. 57 of 2024 sets for breaking them. Other penalties include suspending the activity for 7 to 90 days, or cancelling the licence and removing the phone number.

Our reading for a receptionist is simple. A callback the caller asked for, about their own booking or question, is service. A callback that pitches a new package is marketing, and every rule above applies. Keep the two apart in the receptionist's instructions, and keep any outbound marketing inside 9am to 6pm even when the caller seems happy to talk.

WhatsApp has its own layer. Meta's policy says a business may start conversations only with an approved message template. It may contact people only with their opt-in. What the AI receptionist hands to your staff

The handover is where an AI receptionist proves its worth. A voicemail gives staff a phone number and a puzzle. A handover note gives them the call already understood.

The levels are our standard. Set the "Today" hours with Ramadan and Fridays in mind.

WhatsApp's Business Messaging Policy sets a floor for the text side. A business "may use automation when responding during the 24-hour window, but must also have available prompt, clear, and direct escalation paths". Options it lists include an in-chat transfer to a human agent, a phone number, email, web support, a store visit and a support form.

Working out the minutes for a physiotherapy clinic in Business Bay

Calls: 30 a day, 26 days a month, so 780 calls.

Average length: 2 minutes, so 1,560 minutes a month.

On Starter: 500 minutes included, 1,060 over at USD 0.25, so USD 265 extra. Total USD 564, about AED 2,071.

On Professional: inside the 2,000 minutes, so USD 815 to 1,360, about AED 2,993 to 4,995, with booking and WhatsApp.

Where Starter stops being cheaper: at 2,564 minutes a month Starter reaches USD 815, the bottom of the Professional range.

The real decision: the clinic wants calls booked straight into the diary, so it needs Professional at any volume.

What Meta charges for the WhatsApp side

WhatsApp fees are separate and Meta bills them to the business directly. From 1 October 2026, Meta charges for service messages, the replies a business sends inside the 24-hour customer service window. It also charges per message for utility templates sent in response inside that window.

There is a free tier of 1,000 service messages per business phone number per month. The UAE rate for October 2026 is USD 0.0157 a message for service and utility, about AED 0.06. Marketing messages cost USD 0.0576, about AED 0.21.

Replies to people who message from a click-to-WhatsApp ad or a Facebook Page call-to-action button are free for a limited period. The business must reply within 24 hours to open that free window, and the person must write from WhatsApp's phone app. Meta's own pages disagree on how long the window lasts, so check Meta's pricing page before you count on it.

The WhatsApp agent reads photos customers send, handles their voice notes and can reply with a voice note when the moment calls for it. It asks qualifying questions and remembers past conversations.

How we checked this, and what we could not settle

Checked: the telemarketing rules and fines come from the English texts of Cabinet Resolutions No. 56 and No. 57 of 2024, published by the Ministry of Economy and Tourism. The VoIP position comes from TDRA's internet guidelines, its FAQ, its VoIP Regulatory Policy and its August 2026 licence press release.

The weekend, Ramadan hours, languages and the dollar peg come from the UAE government portal and MOHRE. The Friday prayer time and the 800 and 600 number details come from Gulf News reports. Meta's rules come from its policy and developer documentation.

Not settled: the official UAE legislation site blocked our access. Article 431, the data protection details and the health data rule therefore come from DLA Piper's summary. We could not confirm whether the Executive Regulations have been issued since January 2025.

Meta's pricing page did not show the 1,000-message free tier or the October UAE rates today; both were verified on 27 September 2026. We found no official data on the languages Dubai callers use. The reading that a requested service callback is not telemarketing is ours, not a regulator's.

Frequently asked questions

What is an AI receptionist, and how is it different from a phone menu?
A phone menu asks callers to press a number and sends them down a fixed path. An AI receptionist listens to what the caller says and answers, books or hands over, using only facts the business approves.

Can an AI receptionist answer calls in Arabic and English in Dubai?

Can customers call my WhatsApp Business number and reach the AI receptionist?
Do not plan on it. TDRA treats internet voice and video calls as a regulated activity, and WhatsApp is not on its list of approved calling apps. Licensed providers must block VoIP apps that do not comply, so the receptionist answers on your phone line and uses WhatsApp for text.

How much does an AI receptionist cost in Dubai?

Is it legal to record calls answered by an AI receptionist in the UAE?
Recording private or phone conversations without consent or legal authorisation is an offence under Article 431 of the UAE criminal law, as summarised by DLA Piper. The safe practice is to say in the greeting that calls are recorded. For marketing calls, Cabinet Resolution No. 56 of 2024 requires the recording notice at the start.

Do I have to tell callers they are speaking to an AI in the UAE?
We found no UAE federal rule that specifically requires it. We recommend saying it in the greeting anyway, with the assistant's name. If a caller asks whether they are speaking to a person, the answer should be true.

Can an AI receptionist call customers back?
Yes, for callbacks the customer asked for, about their own booking or question. A call that promotes something is telemarketing under Cabinet Resolution No. 56 of 2024: 9am to 6pm only, a recording notice, and no calls to numbers on the DNCR. First-time fines range from AED 10,000 to AED 75,000.

Will it work on my existing number?
Learnmind deploys the AI receptionist on the number you already have, so customers keep calling the same number. If you use an 800 toll-free number, confirm the routing with your operator during set-up. In October 2022, TDRA announced that 800 numbers can move to another provider without changing.

How does an AI receptionist handle Ramadan and Friday prayers?
It needs a timetable for each. Private-sector hours drop by two a day in Ramadan, and Friday prayer is at 12:45pm across the UAE. In those gaps it answers every call, books where it can and gives a realistic callback time.
