Instagram DM automation in Dubai: comments, DMs and bookings, inside Meta's rules

Instagram DM automation answers your DMs, story replies and comments on posts and ads within seconds, in Arabic or English, through Meta's official API. Meta sets the limits: the customer messages first, and an app then has 24 hours to reply. A comment earns one private reply, sent within 7 days, and a person must always be reachable. This page sets out those rules from Meta's own documentation, the Gulf habits they meet, and how Learnmind.ai builds this for Dubai brands.

The short answer

The customer starts every DM. Meta lets an app message someone only after that person has messaged the business. From that message, the app has 24 hours to reply.

A comment earns one private reply. An app may send one private message per comment, within 7 days of the comment. Anything more needs the person to answer first.

A person must be reachable. Meta says apps using its Instagram messaging APIs "must have an escalation path to a human agent". With the human agent tag, a person can reply for up to 7 days.

Arabic needs more room. One Instagram message holds 1,000 bytes of text. An Arabic letter takes two bytes, so a reply written entirely in Arabic fits about 500 letters.

Restrictions follow behaviour, not automation. Meta's spam rules target very high-frequency activity, cash giveaways for engagement, and content locked behind likes, follows or other public engagement.

Finish somewhere useful. The best flows end in a booking, a WhatsApp thread or a person, with the whole conversation attached.

Seven ways an Instagram conversation starts, and what an app may do with each

"Instagram DM automation" covers more than the inbox. A customer can start a conversation in seven places, and Meta's rules differ for each. The table follows Meta's developer documentation.

Two requirements sit underneath all seven. The account must be an Instagram professional account, either a business or a creator account. A system connected through Facebook Login also needs a linked Facebook Page.

On that route, the account owner must switch on "Allow access to messages". It sits in the Instagram app under Settings, then Messages and story replies, then Message controls, then Connected Tools. Meta's Instagram Login route also works for accounts that exist on Instagram only.

How far Instagram reaches across the Gulf

DataReportal's Digital 2026 reports, published in November 2025, compile audience numbers from Meta's own advertising tools. They are advertising audience estimates, not a census.

Meta's Instagram messaging rules, checked against its own documentation

The rules below come from Meta's developer documentation and Developer Policies, read on 2 October 2026. The right-hand column is our reading for a business in Dubai.

The escalation rule matters most. A fully unattended Instagram inbox is outside Meta's design, however good the automation.

The human agent tag is narrower than many people assume. Meta's App Review guidance says to request it only with "a custom inbox solution to process human agent escalations". The app must also explain "why it can take someone up to 7 days to reply". It exists for people, not for a bot's follow-up campaign.

Comment-to-DM and the price question

Scroll the comments under almost any Dubai product post and the same question repeats. "Price?" "How much?" "كم السعر؟" "بكم؟" Many brands answer each one with "Check your DMs", then send a greeting. That habit collides with how Meta built private replies.

A private reply is one message per comment. If that message is "Hi! How can we help?", the business has spent its only message on nothing. Meta's documentation is clear that "follow-up messages can only be sent if the recipient responds". Plenty of people never do.

So the private reply has to answer the question in full. It should give the price or range, what is included, and the next step. Then it should end with a question that is easy to answer, because that answer opens the 24-hour window.

Comment-to-DM, done properly

  1. Read the comment, not a keywordA price question, a complaint that mentions the price, a joke and a competitor's jab all contain "price". Each needs a different reply.
  2. Answer in public when the answer is publicIf the price is on your website, say it in the public reply. Every later reader of that post gets the answer too.
  3. Reply in the language of the commentAn Arabic comment gets an Arabic public reply and an Arabic private reply.
  4. Send one complete private replyPrice or range, what is included, two or three open slots, and an easy question such as "Thursday or Saturday?"
  5. Follow up only after they answerTheir answer opens the 24-hour window. Further messages go inside it.

One comment, two replies: a lash studio in JLT

The comment: "كم السعر؟" under a reel of a classic lash set, at 22:15 on a Wednesday.

Public reply, in Arabic: the classic set starts from AED 250, and this week's free slots have been sent privately.

Private reply, in Arabic: classic set AED 250, about 90 minutes, refills priced separately. Open slots: Thursday 7pm or Saturday 11am. Which suits you?

Customer, 22:31: "Saturday".

What happens next: the 24-hour window is now open. The slot is booked, the address is sent, and the reminder is set.

What it avoided: spending the only private reply on "Hi! How can we help?"

Keyword triggers versus an agent that reads the comment

Many comment-to-DM tools work on keywords: a set word in a comment fires a set message. That suits a giveaway post with one instruction. It struggles with how people in the Gulf actually write.

The comparison is ours, not Meta's. It matters most on ads and on Arabic posts.

"Comment GUIDE to get it": read Meta's spam rules first.

Meta's Community Standards on spam prohibit "requiring users to engage (in the form of likes, shares, follows, or any other public-facing form of engagement)". The rule covers engagement required "to gain access to specific, exclusive content".

A comment is public-facing engagement. On our reading, a post where a guide or discount is only available by commenting fits that wording. We found no Meta guidance written specifically about comment-to-DM flows.

The safer pattern is simple. Put the thing in the caption or behind a link anyone can open. Let the comment be a convenience, not the price of entry.

Story replies, story mentions and ice breakers

Many Dubai restaurants, salons and boutiques use stories for daily offers. A reply to a story arrives in the DM inbox like any other message. Meta's webhook attaches the story's ID and a link to it.

A story reply often says only "how much is this one?" Without the story, neither a person nor an agent knows what "this one" is. A good system reads the story reference before it replies.

Story mentions work differently. When someone tags the business in their own story, Meta sends a notification with the story's link. It only arrives if the person's account is public, or if a private account follows the business.

Two more rules apply. A story disappears after 24 hours, or sooner if deleted. Meta says apps "must not store or cache the media content" and should show a placeholder once the story has expired. Treat a mention as a cue for the team, such as a thank-you from the manager, rather than a trigger for an automatic message.

Ice breakers and quick replies, in two languages

Ice breakers are the tappable questions a person sees when they first open a conversation with the business. Meta's API allows "a maximum of 4 questions". They can be set per locale, with a required default, so Arabic and English versions can sit side by side.

Choose the four from real enquiries. For a Dubai clinic, a sensible four is prices, booking, location and parking, and speaking to the team. Ice breakers are "currently not available on desktop", so they reach phone users only.

Quick replies are the buttons under a single message. Meta allows "a maximum of 13", each truncated after 20 characters, in plain text only. They are also not available on desktop. Twenty characters is enough for "احجز موعد" or "Book Saturday", but not for a full sentence in either language.

Comments under ads, and Click-to-Instagram-Direct ads

Comments under paid posts reach the same comment tools as organic ones. Meta's comment data includes the ad's ID and title, so a system can tell a comment on an ad from one on an ordinary post. An app can reply in public, hide or unhide a comment, delete it, or send its one private reply.

A complaint left unanswered under an ad sits in front of people the business is paying to reach. Learnmind's comment automation covers comments on both posts and ads.

When a person taps a Click-to-Instagram-Direct ad, Meta's webhook carries the ad's ID and "ads_context_data", which includes the ad's title and an image or video thumbnail link. An agent can open with the exact offer the person saw. The customer does not have to explain which post they mean.

The WhatsApp row has conditions. Meta's pricing page applies the free entry point to ads that click to WhatsApp, opened on its Android or iOS app. That page says the free window may last up to 7 days, but other Meta pages say 72 hours. Check Meta's pricing page before relying on either figure.

Arabic, English and the 1,000-byte message

Dubai customers switch languages without warning. One thread can open in English, turn to Gulf Arabic, and close with Arabic written in Latin letters and numbers, often called Arabizi. An agent should answer in the language of the latest message, not the language of the business's caption.

Meta's limit adds a technical twist. Message text "must be UTF-8 and be a 1000 bytes or less". Under the UTF-8 standard, characters from U+0080 to U+07FF take two bytes, and the Arabic letters sit in that range. English letters take one. An emoji takes four.

Our arithmetic, using the byte ranges in RFC 3629. Spaces count as one byte, so real Arabic messages land a little above 500 characters before hitting the limit.

In practice, four habits keep Arabic replies inside the limit and readable:

Language also decides the handover. A customer who wrote in Arabic and is answered in English by the person who takes over has been made to start again. We go deeper on this in Arabic AI assistants in the UAE, written for WhatsApp but true of Instagram too.

Influencer and creator spikes

A creator collaboration can turn a quiet account into hundreds of DMs and thousands of comments in an evening. Three facts decide whether automation helps or breaks during that spike.

The creator's post is not yours. Meta's private replies cover comments on "your app user's Instagram professional post, reel, story, Live, or ad post". Comments on a creator's own post belong to the creator's account, so the brand's system cannot answer them privately.

The workaround is a link, not a hack. The creator's caption or story can carry an ig.me link to the brand's DMs with a ref code, such as ig.me/m/yourbrand?ref=creator-sara. Meta allows ref codes of up to 2,083 characters, using letters, numbers, hyphens, underscores and equals signs. The agent then knows which creator sent each customer.

The rate limit becomes real. Meta allows 750 private replies an hour per Instagram account for comments on posts and reels. On an ordinary day that is far more than enough. On a spike it is a queue.

A giveaway reel on the brand's own account

First two hours: 3,200 comments. About 1,800 are questions worth a private reply; the rest are tags of friends and emoji.

At the limit: 1,800 private replies at 750 an hour take 2 hours and 24 minutes to send.

The fix: put the price and booking link in the caption, and answer the commonest question once in public. Send private replies to buying questions first.

The safety net: private replies stay possible for 7 days after each comment, so the backlog can be cleared calmly.

Illustrative example. Comment counts are invented; the 750-an-hour limit and the 7-day window are Meta's.

Lives move faster. For comments during an Instagram Live, Meta allows 100 private replies a second. They can only be sent during the broadcast. Once it ends, the chance to reply privately is gone.

The UAE Advertiser Permit, from 1 February 2026

Creator campaigns in the UAE now have a licensing layer. The UAE Media Council's Advertiser Permit became mandatory on 1 February 2026, according to Gulf News. It applies to citizens, residents and visitors who create advertising content from within the UAE.

The National reported at launch that the permit is free for its first three years. The permit number must be shown clearly on the creator's accounts. The council called on companies to engage only with people it has licensed. Gulf News reports that organisations must verify any advertiser they work with holds a valid permit.

There is an exemption for anyone promoting their own products, or a company they own, on their personal account. None of this changes Meta's messaging rules. It changes who a Dubai brand can hire to drive the spike.

Moving the conversation to WhatsApp, a booking or a person

An Instagram DM is a good place to start and often a poor place to finish. Deposits, documents, reminders and a relationship that lasts months usually belong somewhere else. The question is where, and what it costs.

The WhatsApp move has a cost detail most guides skip. Meta's free entry point window applies to conversations started from an ad that clicks to WhatsApp. A WhatsApp link sent inside an Instagram DM is not one, so it opens an ordinary service window.

From 1 October 2026, Meta charges for service messages after a free tier of 1,000 a month per business phone number. Meta's October rate for the UAE is USD 0.0157 per service or utility message, and USD 0.0576 per marketing message.

What moving Instagram leads to WhatsApp costs a month

Volume: 3,000 service messages a month on one WhatsApp number, from leads that started on Instagram.

Free tier: the first 1,000 cost nothing.

Billable: 2,000 at USD 0.0157 is USD 31.40 for the month, paid to Meta.

Not included: marketing templates, at USD 0.0576 each, and any provider's own fees.

Moving channels also moves personal data. The government portal u.ae summarises the UAE's Federal Decree-Law No. 45 of 2021 as prohibiting processing without the owner's consent, except in some cases. We cover the detail in WhatsApp and UAE data protection.

What gets Instagram accounts and apps restricted

Automation on its own is not the problem. Meta built the messaging APIs for it. What draws restrictions is behaviour that Meta's Community Standards or Developer Policies name. Here are the ones that matter for comment and DM automation.

Tools that ask for your Instagram password.

Meta's official route connects a system through Meta's own login, with named permissions such as instagram_business_manage_messages. Apps that serve other businesses also pass Meta's App Review.

A tool that asks for the account's password and acts as you is not using that route. In our view it is the single riskiest choice a Dubai brand can make with its main sales account. If a vendor cannot name the permissions it uses, ask why.

We found no published number for how much activity counts as "very high frequency". That is a reason to stay well inside the documented API limits rather than probe for the edge.

What it looks like for Dubai clinics, salons, property and rentals

The same rules play out differently by sector. The table below is our working guide, not a Meta document. The thread through all of it is simple. Answer what is public in public, take what is personal into DMs, and give a person anything with risk attached.

Property enquiries rarely end on Instagram. A buyer who asks "still available?" under a reel usually wants a payment plan, a floor plan and a viewing. Those travel better on WhatsApp, as set out in WhatsApp for UAE real estate.

How we checked this, and what we could not settle

Checked: every Instagram rule, limit and quotation here comes from Meta's developer documentation, Developer Policies or spam standard. We read them all on 2 October 2026.

The Gulf audience figures come from DataReportal's Digital 2026 reports, which compile Meta's advertising tools. The WhatsApp prices are Meta's October 2026 UAE rates. The byte counts are our arithmetic on RFC 3629.

Not settled: Meta's help-centre pages on its own inbox automations did not load for us, so this page does not describe them. We found no Meta guidance written specifically about comment-to-DM flows, so the gating point is our reading of the spam standard.

We could not open the official UAE legislation portal or the WAM announcement of the Advertiser Permit. The permit details come from The National and Gulf News. We did not confirm whether Instagram's collab posts change who can send private replies.

Frequently asked questions

Is Instagram DM automation allowed by Meta?
Yes, through Meta's official Instagram messaging APIs. The customer must message first, the app has 24 hours to reply, and there must be "an escalation path to a human agent". Where the law requires it, the automation must also say it is automated.

Can I automatically DM everyone who comments on my post?
You can send one private reply per comment, within 7 days of the comment. Further messages are only allowed if the person replies, and then within 24 hours of their reply. Make that one message answer the question in full.

How long do I have to reply to an Instagram DM?
An app has 24 hours from the customer's message. A person using Meta's human agent tag can reply up to 7 days after it. After a Click-to-Instagram-Direct ad, Meta's Developer Policies say the window may last up to 7 days.

Can an Instagram auto-reply answer in Arabic?
Yes. Keep in mind that one message holds 1,000 bytes, and Arabic letters take two bytes each, so about 500 letters fit. Ice breakers can be set per locale, so Arabic and English versions can both exist.

Will automation get my Instagram account restricted?
Not on its own. Meta's spam rules target very high-frequency activity, engagement-gated content and cash giveaways for engagement. Its Developer Policies forbid contacting people without consent and using message tags for promotions.

Can I reply automatically to comments on my ads?
Yes. Comments on ads reach the same tools as organic comments, with the ad's ID attached. An app can reply in public, hide or delete the comment, and send one private reply within 7 days.

Can I move an Instagram DM to WhatsApp?
Yes, by sending a WhatsApp link the customer chooses to tap. Their message opens an ordinary 24-hour service window, because Meta's free entry point window applies only to conversations from ads that click to WhatsApp. From 1 October 2026, Meta charges UAE service messages at USD 0.0157 after 1,000 free a month per number.

Do influencers in the UAE need a licence to promote my brand?
Yes. Gulf News reports that the UAE Media Council's Advertiser Permit has been mandatory since 1 February 2026 for advertising content created in the UAE. Organisations must check that the advertisers they work with hold one. People promoting their own products on their personal account are exempt.
