Your Instagram ads already start the conversation. Answering it is the expensive part.

A click-to-WhatsApp ad on Instagram drops the tap straight into a WhatsApp thread with your business, and that first inbound message opens a 24-hour customer service window. If the person is using the Android or iOS WhatsApp app and you reply inside those 24 hours, Meta charges nothing for your reply and opens a 72-hour free entry point window in which every message you send to them is free. Let the window lapse and you are back to paying per delivered template: AED 0.1832 for marketing and AED 0.0576 for utility on Meta's own published UAE rate card. The traffic problem is solved the moment the ad runs. The answering problem is what actually costs money.

Every rate, date and policy line on this page was checked against Meta's own documentation and Meta's own pricing API on Thursday 3rd September 2026. Where a fact is about to change, or where two Meta pages currently contradict each other, this page says so instead of picking the convenient one.

The mechanics

How a click-to-WhatsApp ad on Instagram actually delivers the lead

The ad unit itself is unremarkable. You build it in Ads Manager, you keep the Instagram placements, and you set the destination to WhatsApp rather than a landing page. The tap opens WhatsApp with your business thread already loaded and, in most set-ups, a pre-filled opening message. Nothing is submitted. No form is validated. No lead lands in a spreadsheet. The person simply sends you a message, and from that second the entire economics of the lead are governed by Meta's messaging rules rather than by your ad platform.

That single inbound message does three things at once. It identifies the person by a working mobile number that they chose to hand over. It opens a 24-hour customer service window in which you may reply with any message type, free-form, with no template approval involved. And, because the traffic came from a click-to-WhatsApp ad specifically, it makes the conversation eligible for Meta's free entry point treatment.

Meta does not charge you for inbound messages at all. It charges when a template message is delivered, a model that has been in force since 1 July 2025. Conversation-based pricing, the old system of 24-hour conversation windows sold as billing units, was deprecated on that same date. If a vendor is quoting you a price per conversation, they are pricing a system that no longer exists.

Three details that decide whether the economics work

  • The source of the click. Meta's free entry point treatment is defined against a Click to WhatsApp Ad or a Facebook Page call-to-action button. Organic inbound, a link in your Instagram bio, a QR code on a menu and a WhatsApp button on your website are all ordinary inbound. They open the 24-hour window, but they do not open a free entry point window.
  • The device. Meta's own wording restricts free entry point eligibility to a person using its Android or iOS app, and states that its desktop and web apps are not supported. You do not control this, and you cannot detect it from the ad side.
  • Who opens which window. The 24-hour window is opened by their message. The 72-hour free window is opened by your reply. Reply at hour 23 and you get a 72-hour window that starts at hour 23, having spent almost a day of interest cooling off first.

The 72-hour free window, and the three conditions most pages leave out

This is the mechanic that decides whether an ad-driven WhatsApp conversation costs you anything at all, so here is Meta's own text rather than a paraphrase of it.

"If a WhatsApp user messages you via a Click to WhatsApp Ad or Facebook Page Call-to-Action button using a device running our Android or iOS app (our desktop and web apps are not supported): A 24-hour customer service window is opened (as normal). If you respond within 24 hours using any type of message, the message will be free, and a Free Entry Point ("FEP") window will be opened, starting from the time when you responded."

Read that back with a commercial eye. A lead who arrives from an Instagram click-to-WhatsApp ad and is answered promptly can be qualified, quoted, booked, reminded and followed up for three days at zero message cost from Meta. The same lead answered on Monday morning after arriving on Friday night costs you every template you subsequently send. Speed of reply is not a soft best practice here. It is the line between a free conversation and a billed one.

What is always charged, in or out of any window

Every marketing template message, regardless of which window is open. Utility and authentication templates sent outside an open window. The free entry point window makes conversations free; it does not make broadcasts free.

The three conditions above are also the reason we will not tell you the free window is a reliable line in a budget. You cannot verify the recipient's device. You cannot force a reply inside 24 hours if nobody is awake. And the rule set itself has a published expiry date, which is the next section.

What it costs once the free window closes: Meta's UAE rate card

These are Meta's published UAE rates, pulled from the pricing API that powers Meta's own public rate calculator, queried twice on 3 September 2026 with identical results. They are not a vendor's copy, and the AED column is not an FX conversion.

Note that the tier thresholds differ between utility and authentication, so a calculator that applies one threshold set to both is wrong. Marketing returns an empty tier list for the UAE: there is no volume discount on marketing here at any spend.

Four things about this table that most UAE pages get wrong

  • The stale marketing rate. Meta raised the UAE marketing rate effective 1 October 2025, logged in its own update notes under the heading "Higher marketing message rate" for the United Arab Emirates. A great many vendor pages, including ones carrying a September 2026 update stamp, still publish USD 0.0385. That figure is out of date by roughly a year and understates your marketing cost by about 23 per cent.
  • Do not convert the USD figure yourself. Meta added AED as a billing currency effective 1 April 2026 and publishes a separate AED rate card. The implied rate inside Meta's own numbers is not identical across categories, so multiplying USD by a peg gives you a number that will not match a Meta invoice.
  • The authentication-international rate does not apply to you. The UAE is one of nine authentication-international markets, but Meta's own conditions require the business to send more than 750,000 messages outside customer service windows in a rolling 30 days and to be based in a different country from the recipient. Meta states plainly that you will not be billed the international rate when you are based in the same country as the user. A UAE business messaging UAE customers pays USD 0.0157, not USD 0.0510. Any page quoting the higher figure to a Dubai SME has tripled their apparent OTP cost.
  • Meta's rate is the floor, not the bill. Every business solution provider adds something on top, and there are two distinct models. Twilio publishes a fee of USD 0.005 per message on top of Meta's charges, and applies it to inbound messages as well as outbound, which Meta itself does not charge for at all. 360dialog publishes a flat EUR 49 per number per month on its Regular plan and states that it applies no markup on Meta fees. Those are each vendor's own published price. Several widely repeated markup figures for other providers could not be traced to a primary source, so they are not on this page.

This section has a published expiry date, and Meta contradicts itself about it

Meta has published that from 1 October 2026, service messages become chargeable at each market's existing utility and authentication rate, and utility messages sent inside the 24-hour window become chargeable again after having been free since July 2025. The same page states that messages sent within the 72-hour free entry point window remain free for message delivery.

The honest complication: Meta's main pricing page still says non-template messages and in-window utility templates are free and makes no mention of the change. The dedicated upcoming-changes page says it is coming. Both are Meta primary sources and they currently disagree. Meta has also not published a UAE service rate line, so any UAE service figure for October is a planning assumption, not a quotable fact.

What that means for you: a service-led WhatsApp operation that costs nothing in Meta fees today is the single most exposed cost line on this page. Budget for it, and check both Meta pages before you sign anything annual.

A worked example, and what it is not

Take 500 ad-driven enquiries in a month, every one answered inside the 24-hour window with free-form replies. Meta's message charge for that today is zero. Your entire bill is the provider platform fee plus whatever you paid Meta for the ad clicks in the first place. Run the same 500 as a marketing broadcast instead, one template each, and Meta charges 500 × AED 0.1832, which is AED 91.60. At 10,000 contacts that same broadcast is AED 1,832.00. Those are arithmetic on the verified rates above, not published Meta examples, and they exclude your provider's fee.

The point is not that broadcasting is expensive. AED 1,832 is cheap for 10,000 delivered messages. The point is that the cheapest conversation you will ever have is the one that came from your own ad and got answered quickly, and almost nobody is set up to answer quickly.

The rules of the window

What the 24-hour window lets you say, and what it does not

The window is a permissions system as much as a pricing system. Meta's Business Messaging Policy sets it out directly.

"You may reply to a user message without use of a Message Template as long as it's within 24 hours of the last user message. Conversations initiated by users open once the first business reply message is delivered. Outside the 24-hour customer service window, you may only send messages via approved Message Templates."

Each new inbound message from that person restarts the 24 hours. So a live conversation stays free-form for as long as the person keeps replying, and only becomes a template problem once they go quiet. For an ad-driven funnel that is exactly the right shape: qualification, pricing questions, availability and booking all happen while they are engaged, and the template layer is only needed for the follow-up two days later.

Template categories, and the one shortcut that gets accounts restricted

Templates come in four billing categories: marketing, utility, authentication and service. The temptation for anyone watching the numbers above is obvious. Marketing costs AED 0.1832 and utility costs AED 0.0576, so why not submit the follow-up as a utility template? Because Meta names that behaviour, in its own words, as an enforcement trigger.

"If Business Accounts repeatedly violate the WhatsApp Business Terms of Service, such as sending spam, template misclassifications, or high-risk policy categories such as adult content, sale of alcohol and tobacco, drugs, gambling and unsafe supplements, they might start seeing messaging restrictions that gradually increase in duration."

Meta names that behaviour for a reason. Reclassifying a promotional message as utility is a cost-saving shortcut, and it is one Meta lists by name as an enforcement trigger.

Why your campaign only half-sent, and it was probably not a ban

Two documented mechanisms explain most of what gets mistaken for a ban. The first is template pacing. Meta holds messages on a new or non-green template once an unpublished threshold is reached, waits for early user feedback, then either scales the send to the full audience or drops the held messages. Dropped ones return a failed status with error code 132015. Meta's stated goal is that even a paced campaign at highest throughput still delivers within an hour at the 99th percentile.

The second is template quality pausing. A template that reaches a red quality rating is paused automatically for three hours on the first instance, six hours on the second, and disabled on the third. Meta is explicit that this initially affects the template rather than the phone number, but that a business consistently sending low-quality templates may eventually see the number itself affected. Template quality is driven by negative feedback and by low read rates, so a template can degrade without a single person blocking you.

Two pieces of ban folklore to retire

The phone number statuses Flagged and Restricted were discontinued on 7 October 2025 and Meta says so in its own help article. Any guide built around "your number went Flagged" is describing a system that no longer exists. And since that retirement, Meta's current published documentation no longer states a mechanism, threshold or duration for a messaging-limit downgrade. We can source the ladder upwards. We cannot source a current rule for coming back down, so we will not invent one.

Volume

Messaging limits: the ceiling your Instagram ad leads do not touch

This is the most useful and least-quoted fact about capture from ads. Read Meta's definition carefully.

"Messaging limits are the maximum number of unique WhatsApp user phone numbers your business can deliver messages to, outside of a customer service window, within a moving 24-hour period."

An Instagram ad lead who messages you first, and whom you answer inside the window, is not consuming your messaging limit at all. Meta's own Business Help Centre description of the starting tier says it plainly: initiate conversations with 250 unique customers per business portfolio every 24 hours, and respond to unlimited customer-initiated conversations. Inbound-led capture scales in a way outbound broadcasting does not.

Meta's own two descriptions of the quality-messaging scaling path do not match: the developer documentation says 2,000 delivered messages outside customer service windows within a 30-day moving period, while the Business Help Centre article says a minimum of 1,000 conversations over 30 consecutive days. We are reporting both rather than picking one. Partner-led business verification is described as faster, most requests resolved within minutes and some up to 24 hours; Meta's own business verification is described as anything from 10 minutes to 14 working days.

Two limits sit above all of this and are not visible in your dashboard. Meta applies a per-user marketing limit, throttling how many marketing templates any individual receives from any business based on their recent read rate and inbox load. The UAE is not excluded from it, unlike the EEA, the UK, Japan and South Korea. When a recipient has hit their limit you get error code 131049 and Meta advises waiting at least 24 hours before retrying. Separately, WhatsApp gives users an Offers and announcements setting that stops marketing messages from your business entirely, at which point the API accepts the request and simply does not send, returning code 131050. Neither of those states is visible in your CRM unless you are subscribed to the right webhook, which is a good reason to have someone technical own the account rather than a marketing agency with a login.

The other capture surface

Comment-to-DM on Instagram, and exactly where it stops

The comment thread under a paid Instagram or Facebook ad is a sales surface, not a moderation chore. One of our clients is unusually clear about why.

As published on learnmind.ai/results: every comment across every ad, post and reel gets a response within minutes, negative comments are never left to fester under high-spend ads, and professional enquiries and high-intent buyers are identified in real time and flagged for the team. We deliberately publish no return-on-ad-spend figure for that account, because we do not have a measured one.

Moving a commenter into a direct message is a legitimate second capture route and it is worth running alongside your click-to-WhatsApp ads. Be precise about two limits, though, because this is where most agency decks quietly overclaim.

  • An Instagram DM is not a WhatsApp thread. Meta's free entry point treatment is defined against a Click to WhatsApp Ad or a Facebook Page call-to-action button. A comment-to-DM conversation happening inside Instagram does not open a WhatsApp free entry point window, and none of the UAE WhatsApp rates on this page apply to it. Treat them as two different systems with two different cost models, because that is what they are.
  • Volume from automated DMs is not intent. A pattern operators describe to us repeatedly on sales calls: Instagram auto-DMs arrive as six or seven near-identical "can I have more information?" messages from the same person. That is somebody who cannot find their way back to the thread, not a hot lead. Repetition on that surface is a defect signal, and any scoring model that treats message count as interest will rank your worst leads highest.

The practical build is to let comment automation do what it is good at, which is answering the public objection where 100,000 people can see the answer, and to let click-to-WhatsApp do the qualifying, because that is the surface where the free window, the phone number and the booking actually live.

The core insight

Thousands of UAE businesses have solved the traffic. Almost none have solved the answering.

Search Meta's Ads Library for the United Arab Emirates, filtered to active ads, for the phrase "whatsapp business api" and you get roughly 4,800 live ads. That count was observed on 2 September 2026. It is worth being exact about what it is and is not.

What that 4,800 actually counts

It is a count of active ads matching a loose full-text search. It is not a count of businesses, and it is not a count of WhatsApp Business API users. The reason so many ordinary advertisers match the phrase at all is that their destination URL is api.whatsapp.com, which is what a click-to-WhatsApp ad produces.

Almost none of them are software vendors. In a couple of screens alone the advertisers were a car rental firm, a dhow cruise operator, a water store, two wellness and massage centres, a beauty salon, a business setup consultancy, a university, an attestation service and several product importers. Only three advertisers in the entire result set were actually selling WhatsApp API tooling.

That is a better proof of market than any search volume figure, and it is invisible to keyword research, because these businesses never search for "whatsapp business api". They just click Send Message in Ads Manager. They are already paying Meta to push customers into WhatsApp conversations. What happens next is a person with a phone.

What operators actually tell us on sales calls

These are patterns observed first-hand across our own sales conversations. They are not a survey and they carry no percentages, because we have not measured them.

  • A two-person team answering roughly 300 WhatsApp messages a day from personal phones, around the clock, from the beach, while driving, sometimes waking up to answer. They did not want fewer messages. They wanted the useless ones filtered.
  • In one meeting the chief executive said 200 inbound a day and his own operator said 300, in the same room. Neither had checked. Owner and operator routinely disagree about their own volume.
  • Nobody in that room knew what Meta's per-message fee actually is. A figure was read aloud incorrectly and neither side corrected it confidently. Know your own unit cost before anyone quotes you a price built on top of it.
  • "If I close the WhatsApp, I can't find the data. I have to open chat by chat." The fear is not automation. The fear is automation that leaves no institutional record.
  • Gulf buyers accept AI on text and reject it on the phone, and will tell you exactly why. UK buyers in the same period did the opposite and bought AI voice first. Anyone selling one global answer to that is not listening.
  • "We're not gonna trick, we're not gonna hide it." Disclosure came up as a non-negotiable condition, unprompted, from the firm with the most reputational exposure in the set.

What answering properly looks like, and what Meta requires of it

Automation inside the 24-hour window is explicitly permitted. It comes with one obligation that is easy to miss and easy to fail.

"You may use automation when responding during the 24-hour window, but must also have available prompt, clear, and direct escalation paths. These escalation paths include: In-Chat Human Agent transfer / Phone number / Email / Web support (on the business website) / In-store visits (ex: visit retail store, bank branch), or / Support form"

Meta also names bot quality directly as an input to your phone number's quality rating, alongside your overall reputation and how quickly enquiries get resolved. A bad assistant is not a neutral experiment. It degrades the asset that your outbound depends on.

A UAE-only qualifier

You cannot design the fallback as a WhatsApp call

Say this precisely, because a UAE reader spots a sloppy version instantly. WhatsApp messaging works normally in the UAE. Your click-to-WhatsApp ads, your templates and your conversations are unaffected. What is restricted is voice and video calling over WhatsApp, and it has been for years.

"Voice and video calls are considered Voice over Internet Protocol (VoIP) services that are a regulated activity in the UAE. Such services shall be provided by the licensed service providers or in collaboration with them."

"The licensed service provider in UAE are obliged to block the traffic of VoIP applications that are not in compliance, as it falls under the prohibited content category of Illegal communication services."

TDRA, internet guidelines and permitted VoIP applications list. WhatsApp does not appear on that list in either the general or telehealth category.

The chain behind it: Federal Law by Decree No. 3 of 2003 makes providing a telecommunications service a regulated activity requiring a licence, and TDRA's Regulatory Policy on Voice over Internet Protocol, version 2.0, issued 30 December 2009, is the instrument. It is not a stale 2018 fact either. When WhatsApp Web gained voice and video calling globally in early 2026, both Gulf News and Khaleej Times reported on 10 February 2026 that the feature remained unavailable in the UAE pending TDRA approval, and Khaleej Times restated it as current on 2 May 2026.

On the WhatsApp Business Calling API, the honest answer is "unresolved"

Meta's documentation says business-initiated calling is available everywhere Cloud API is available except the United States, Canada, Egypt, Vietnam and Nigeria. The UAE is not on that exclusion list. That is a statement about Meta's platform availability, not about the carrier-level block that sits downstream of Meta entirely. Notably, Saudi Arabia is not on Meta's list either, and Saudi Arabia also restricts WhatsApp calling.

We found no primary source confirming that a WhatsApp Business Calling API call connects to a consumer on a UAE mobile network, and none confirming that it fails. Anyone telling you it definitely works, or definitely does not, is guessing. Do not build an Instagram-to-WhatsApp funnel whose escalation path is a WhatsApp voice call until you have tested it on a real UAE number yourself.

The workable escalation paths in the UAE are the ones Meta lists anyway: an in-chat transfer to a human, a normal phone number, email, web support or an in-store visit. All of those are compliant, and none of them depends on an unresolved question.

The grey zone

Safe, consequential, and what operators actually do

Three separate categories, kept separate on purpose. The first is what Meta and UAE law permit. The second is what carries a named consequence, with the consequence named. The third is what real operators do in this market, which is practice, not policy, and is labelled as such throughout.

Safe, on the sources

  • Answering an ad lead with an AI assistant. Meta permits automation inside the 24-hour window provided you offer prompt, clear and direct escalation paths to a human. Nothing in the policy caps how capable that assistant is or requires it to be menu-driven.
  • Running an AI assistant at all. The clause people quote as "Meta banned AI chatbots" bars AI providers from using the WhatsApp Business Solution to distribute their own assistant where the AI itself is the primary product. It explicitly permits you to retain an AI provider as your third-party service provider. A business serving its own customers is a customer of an AI provider, not an AI provider.
  • Treating a general opt-in as sufficient. Meta states that opt-in can be general and not specifically for WhatsApp, as long as you comply with local law, you clearly state that the person is opting in to receive communication, and you clearly state the business name. Accepted methods listed by Meta include SMS, website, an IVR flow, and in person or on paper.
  • Free-form replies, in any language, inside the window. No template approval, no per-message Meta charge today.
  • Utility templates for something the person asked for, such as the booking confirmation for the appointment they just made in the chat.

Triggers a consequence, and here is the consequence

  • Submitting a marketing message as a utility template. Meta names template misclassification as an enforcement trigger. The published ladder runs: a warning naming the policy, then a 1 or 3 day block on sending template messages and adding phone numbers, then a 5, 7 or 30 day block on sending any messages, then an indefinite account lock removable only by appeal, then permanent removal from the platform.
  • Pushing a template that people ignore. Red quality rating pauses the template for 3 hours, then 6 hours, then disables it. Low read rate alone is enough; no blocks required.
  • Messaging numbers you bought or scraped. Meta requires that the person gave you their number and opted in. Separately, UAE Cabinet Resolution No. 56 of 2024, in force since 27 August 2024, defines telemarketing to include marketing text messages and marketing messages through social media applications, and applies to all companies licensed in the State including those in free zones. Its operative controls, including the 9am to 6pm window and the call-recording duty, are drafted in call language and the text does not specify how they map onto a WhatsApp template. We are reporting that tension rather than papering over it. The related fines schedule sits in Cabinet Resolution No. 57 of 2024.
  • Running a prohibited vertical. Meta's Messaging Policy prohibits the WhatsApp Business Services for, among others, medical and healthcare products, dating services, multi-level marketing, alcohol and tobacco, and payday lending. It then says these prohibitions apply irrespective of the licences your business holds, and the regulated-vertical country exceptions are country-gated with the UAE on none of the lists. A licensed Dubai aesthetic clinic advertising treatments on Instagram should read that section itself before scaling WhatsApp capture.
  • Marketing to a patient list drawn from clinical records. Under DHA policy that is a secondary use of protected health information requiring the patient's consent and separate DHA permission. The UAE analogue to what people loosely call "HIPAA" is Federal Law No. 2 of 2019 on ICT in health fields, which applies to free zones too. HIPAA is US law and is not the standard a Dubai clinic is held to, although the DHA's own telehealth standards do require HIPAA certification of telehealth platforms, which is a different point entirely.

  • Number warm-up schedules. No Meta document prescribes a warm-up ramp. The only ramps Meta actually documents are the messaging-limit ladder and template pacing. Vendor warm-up tables circulate widely and cite no Meta source. Following one is harmless. Believing it is a rule, and budgeting a launch around it, is not.
  • Seeding a new number with inbound before any outbound. Rational, given that quality is computed from user feedback over a rolling seven days, and given that click-to-WhatsApp ads are the cheapest source of genuine inbound you have. Undocumented by Meta.
  • Sending in staggered batches of around 500 on a number rated high quality. That is a real practice we have heard described on our own calls, and the stated reason is always the same: Meta's enforcement is a black box. It is not a Meta rule and there is no published threshold behind it.
  • Splitting sends across several numbers to spread risk. Understand what this does and does not buy. Messaging limits are calculated at the business portfolio level and shared by every number in it, so extra numbers do not buy extra volume. They only isolate number-level quality. Anyone selling multiple numbers as a way to send more is wrong.
  • Cooling off unengaged segments and suppressing after a first no-reply. Sensible against per-user marketing limits and read-rate-driven template quality. No Meta threshold exists, so nobody can tell you the right number of days.

What we could not source, and therefore will not claim

  • How many reports it takes to get banned. Meta publishes no number.
  • Any recovery or unban success rate. None is published anywhere.
  • The UAE service message rate from 1 October 2026. Meta says it will match utility and authentication rates by market and has not published the UAE line.
  • Whether the 1 October 2026 change has since been confirmed, delayed or amended. Meta's two pricing pages currently disagree with each other.
  • Whether a WhatsApp Business Calling API call connects on a UAE network. Genuinely unresolved in public sources.
  • Per-message markups for most business solution providers. Twilio and 360dialog publish theirs. The figures circulating for others trace only to comparison blogs, so they are not here.

Are replies to Instagram click-to-WhatsApp leads free in the UAE?

Today, yes, under specific conditions. If someone messages you from a Click to WhatsApp Ad or a Facebook Page call-to-action button using the Android or iOS WhatsApp app, and you respond within 24 hours, that response is free and opens a free entry point window that lasts 72 hours from the moment you replied. While it is open you can send any type of message at no charge. Organic inbound, links in bio and website chat buttons do not qualify for that free window, although they still open the ordinary 24-hour customer service window in which free-form replies are free today. Marketing templates are charged in every window.

How much does a WhatsApp message cost in the UAE?

On Meta's published UAE rate card as at 3 September 2026: marketing is USD 0.0499 or AED 0.1832 per message with no volume tiers, utility is USD 0.0157 or AED 0.0576 at tier one, and authentication is the same USD 0.0157 or AED 0.0576 at tier one. Service messages are free today. Meta charges per delivered template message, not per conversation, and has done since 1 July 2025. Meta publishes its own AED rate card, so those AED figures should not be produced by converting the USD ones. Widely republished figures of USD 0.0385 for UAE marketing are stale: Meta raised the UAE marketing rate on 1 October 2025.

What is the free entry point window, and how long does it last?

It is a 72-hour window in which every message you send that person is free, opened when you reply within 24 hours to someone who reached you from a click-to-WhatsApp ad or a Facebook Page call-to-action button on the Android or iOS app. The 72 hours runs from the time you responded, not from when they messaged you. Meta has stated that the 72-hour free entry point window will remain free for message delivery after the 1 October 2026 pricing changes.

Does a comment-to-DM reply on Instagram open a free WhatsApp window?

No. Meta defines free entry point eligibility against a Click to WhatsApp Ad or a Facebook Page call-to-action button. An automated reply that moves an Instagram commenter into an Instagram direct message is a conversation on Instagram, not on WhatsApp, and the WhatsApp rate card and window rules do not apply to it. Comment automation and click-to-WhatsApp capture are two different systems with two different cost models, and both are worth running for different reasons.

Do Instagram ad leads count against my WhatsApp messaging limit?

Not while you are answering them inside the customer service window. Meta defines messaging limits as the maximum number of unique phone numbers you can deliver messages to outside a customer service window in a moving 24-hour period, and states that a business on the starting tier can respond to unlimited customer-initiated conversations. The starting limit for a new business portfolio is 250 unique recipients per 24 hours, not 1,000, and it scales to 2,000, then 10,000, then 100,000, then unlimited. Limits are shared across every phone number in a business portfolio.

Do I need a separate WhatsApp opt-in for someone who messaged me from an ad?

Someone who messages you first has given you their number and initiated contact, and their inbound message opens the window for free-form replies. For messages you initiate later, Meta requires opt-in permission, and states that opt-in can be general rather than WhatsApp-specific as long as you comply with local law, clearly state that the person is opting in to receive communication, and clearly name the business. In the UAE, Cabinet Resolution No. 56 of 2024 also requires companies to create a channel for consumers who want marketing information and to market only to those consumers.

Can I use an AI assistant to answer Instagram ad leads on WhatsApp?

Yes. Meta's Business Messaging Policy permits automation when responding during the 24-hour window, provided you also make available prompt, clear and direct escalation paths, which it lists as in-chat human transfer, a phone number, email, web support, an in-store visit or a support form. The clause frequently reported as banning AI chatbots is in the WhatsApp Business Solution Terms and bars AI providers from distributing their own assistant where the AI is the primary product. It explicitly permits a business to retain an AI provider as its third-party service provider.

Can I call an Instagram ad lead back on WhatsApp in the UAE?

WhatsApp messaging works normally in the UAE, but voice and video calling over WhatsApp is restricted. TDRA treats voice and video calls as a regulated VoIP activity that only licensed providers may offer, and requires licensees to block non-compliant VoIP traffic. WhatsApp does not appear on TDRA's published list of permitted VoIP applications, and UAE press confirmed the restriction was still current in February and May 2026. Meta does not exclude the UAE from the WhatsApp Business Calling API, but that describes Meta's platform, not the carrier-level block, and we could find no source confirming either that such calls connect on a UAE network or that they fail. Use a normal phone number, in-chat human transfer or email as your escalation path.

What changes on 1 October 2026?

Meta has published that service messages become chargeable at each market's existing utility and authentication rate, and that utility messages sent inside the 24-hour customer service window become chargeable again, both of which are free today. Messages inside the 72-hour free entry point window are stated to remain free for delivery. Meta's main pricing page still describes these messages as free and does not mention the change, so two Meta primary sources currently disagree. Meta has not published a UAE service rate line, so any UAE service figure for October is an assumption rather than a published rate.
