Voice note, text or phone call: which your customer should get, and when

Send text by default, a voice note when warmth matters more than detail, and a phone call when the stakes are too high for a message. Prices, times, links and documents belong in text because people re-read them, while welcomes, thank-yous and reassurance land better spoken. Bad news, emergencies and a complaint that has gone two rounds deserve a live call, and every voice note needs a text line beside it. The short answer

Text is the default. It can be read in a meeting, searched next week and forwarded to a spouse. Anything with a number, a link or an address goes in text.

A voice note is for warmth. Welcomes, thank-yous and reassurance after a treatment. A peer-reviewed study of human voices found speech builds stronger bonds than text.

A phone call is for stakes. Emergencies, bad news and a complaint that has not settled in writing. Ask by text before you ring.

Every voice note comes with a text equivalent. Some customers cannot hear it. Others cannot play it where they are.

On WhatsApp, a voice note costs the same as a text. Meta prices by message category and country, not by format. A voice note can only go out inside the 24-hour customer service window.

In the UAE, "call" means a phone call. WhatsApp voice calls remain restricted in the UAE, and marketing calls are limited to 9am to 6pm.

Text, voice note and phone call compared on twelve points

Most advice on this question is about taste. It works better as a set of practical tests. Can the customer use the message where they are? Can they find the detail again tomorrow? Can everyone receive it, and is it even allowed at this hour?

The table runs all three channels through the same twelve tests. The WhatsApp rules come from Meta's developer documentation. The reading and listening times come from a 2019 meta-analysis of 190 reading studies.

The reading rates are for English, from Marc Brysbaert's 2019 review. Rates in other languages depend on how many words a language needs to say the same thing. We found no equivalent figure for Gulf Arabic.

The same booking confirmation, read and heard

The message: an 80-word confirmation with the date, the time, the practitioner's name, the address, parking and a cancellation note.

Read silently: about 20 seconds at 238 words a minute. On the day, the customer finds the time again in one glance.

Heard as a voice note: about 26 seconds at 183 words a minute. On the day, the customer plays it again from the start to find the time.

The address: in text it is one tap to a map. In audio it has to be typed into a map by hand.

Verdict: text, every time. A short spoken welcome can follow it for a first visit.

Three rows that need more than a table cell

Complaints. The first reply is about speed and proof: the customer should see, in writing, that the business understood. The second step is a choice: "Would a call be easier? I can ring at 4pm or 6pm." If the complaint is still open after two written rounds, a person should ring.

Aftercare. A clinic's aftercare message gives instructions the patient will check again, and it reassures someone who may be anxious. Split the two jobs.

Instructions go in numbered text. Reassurance can be a short voice note: "Some redness tonight is normal. If anything worries you, message us here." Our page on AI voice notes for clinics goes further.

Payment links. A voice note that says "I'm sending the link now" is fine. One that reads out an amount, a reference or a card detail is not. Customers should learn that payment details from your business only ever arrive as text.

What the research says about hearing a voice, and where it stops

Three peer-reviewed studies explain why a voice note can do what a text cannot. They also explain why an AI voice note carries a duty a text does not. All three used human voices.

The third study matters most for AI voice notes. Speech makes listeners more likely to assume a human mind behind the words. That is why a good AI voice note feels warm, and why honesty cannot be optional.

The UAE data points the same way. Zbooni, a commerce platform, commissioned a 2024 YouGov poll of 1,000 UAE residents. In it, 87% wanted businesses to use a real person over a chatbot or AI. Customers are asking for a person when it counts.

Our reading is a simple split. AI voice notes suit routine warmth: a welcome, a reminder reply, a thank-you after a booking. A real person handles the moments that carry weight. If a customer asks whether they are hearing a person, the answer is true.

The limits of this research.

None of the three studies tested business messages, WhatsApp, Arabic speakers or modern synthetic voices. Applying them to AI voice notes for customers is our interpretation, not a finding.

Where your customer is when the message lands

A message is received in a place. The same voice note that delights someone in a café is useless to someone in a board meeting. In the Gulf, a few of these places are predictable enough to plan around.

Friday midday is predictable. Since 2 January 2026, Friday prayers in every emirate have been held at a unified 12:45pm. The General Authority of Islamic Affairs, Endowments and Zakat announced the change. A voice-note follow-up timed for Friday lunchtime will reach many Muslim customers when they cannot play it.

Working hours are not listening hours. A customer who messages at 10am on a Tuesday from an office tower is probably at their desk. Answer in text, and they can act on it straight away. The same customer at 9pm may welcome a voice note.

The customer's own channel is the best clue. Someone who sends a voice note is probably somewhere they can hear one back. Someone typing short messages from a work number probably is not. Mirroring the customer is a better default than any fixed rule, as long as facts still go in text.

Accessibility: why every voice note needs a text equivalent

A voice note excludes anyone who cannot hear it, and that group is larger than most businesses picture. The World Health Organization's fact sheet of 3 March 2026 counts 430 million people who need rehabilitation for disabling hearing loss. That is over 5% of the world's population.

WHO defines disabling hearing loss as loss greater than 35 decibels in the better-hearing ear, and projects more than 700 million people needing rehabilitation by 2050. These are global figures, not Gulf ones. Your customers still include people who will never hear your voice notes.

The web already has a rule for this. Success Criterion 1.2.1 of the W3C's Web Content Accessibility Guidelines asks for "an alternative for time-based media" for prerecorded audio. It names who that helps: people who are "deaf, are hard of hearing, or who are having trouble understanding audio information for any reason". WCAG is a web standard, not a WhatsApp rule, but the logic transfers exactly.

Why WhatsApp's own transcripts are not enough

WhatsApp added voice message transcripts on 21 November 2024. They are generated on the customer's device, so "no one else, not even WhatsApp" can hear or read them. At launch they covered "a few select languages to start". Meta's developer documentation adds the catch: a business voice note shows a transcript only if the customer has turned on automatic voice message transcripts.

So a business cannot know whether its customer sees a transcript, or whether their language is supported. The only reliable text equivalent is the one the business sends itself.

Privacy: shared phones, speakers and lock screens

A text can be read on a lock screen. A voice note can be heard by anyone in the room, or through a car's speakers. A phone call can be put on speaker. None of the three is private by default, so the content has to be.

A phone is not always as personal as a business assumes. A parent may manage a teenager's appointments. An assistant may handle an executive's messages. A voice note that says a patient's name and treatment can reach people the patient never chose to tell.

Six things that never go in a voice note.

Test or scan results. Diagnoses, and treatment details beyond the appointment itself. Account balances, card numbers and payment references.

Emirates ID, passport or visa numbers. Anything the customer told you in confidence. Anything you would not want read aloud at a family dinner.

What the data protection laws say

Saudi Arabia's Personal Data Protection Law is explicit on format. Article 1 defines personal data as "any data, regardless of its source or form" that can identify a person. The law treats health data as sensitive data. A voice note naming a customer and their booking is personal data, typed or spoken.

SDAIA, the Saudi regulator, says in its guide to the law that sensitive data may never be used for marketing, even with consent, under Article 26. We could not open the official text of the law's other marketing rules, so check those locally.

In the UAE, the government portal says Federal Decree-Law No. 45 of 2021 "prohibits the processing of personal data without the consent of its owner", with some public-interest exceptions. It also gives people the right to correct their data and to restrict or stop its processing.

Neither law singles out voice notes. Both treat content the same way in any format. Sensitive content needs the same care spoken as written, and more care when it can be overheard.

The Gulf voice-note habit, and what a business should take from it

WhatsApp is the front door for customers in the UAE. In the 2024 YouGov poll for Zbooni, 65% of UAE residents had used WhatsApp for a product or service enquiry in the past year. That compared with 55% for a call centre, 48% for email and under 30% for social media inboxes. 85% wanted all businesses to offer WhatsApp for customer support.

Voice notes are a large part of how people use WhatsApp. Meta said in March 2022 that "7 billion voice messages are sent daily on average", a global figure. We looked for an independent, published share of Gulf WhatsApp traffic that arrives as voice notes and found none. Figures that circulate online trace back to vendor blogs with no method, so we do not quote one.

What a business can check in its own inbox is simpler. Customers do send voice notes, and some switch between Arabic and English mid-sentence. A business that cannot understand them is closed to those customers. One that answers every voice note in stiff written English is only half open.

When a real phone call is the respectful choice

A call asks for the customer's full attention, right now. That is a big ask, so make it when the conversation deserves it.

Outside an emergency, ask before you ring: "Would a quick call be easier? I can ring at 4pm or 6pm." A customer who chose the time takes the call in a better frame of mind. Then follow every call with a short text of what was agreed.

In the UAE, a call is a phone call

WhatsApp voice and video calls remain restricted in the UAE. Khaleej Times reported on 10 February 2026 that availability "remains subject to approval" by the TDRA. It added that WhatsApp calling features are "still restricted on mobile and desktop apps". A UAE business that wants to speak to a customer rings their mobile from its own number.

Meta does offer a Business Calling API. For business-initiated calls, it limits call permission requests to "1 per day and 2 per week" per customer. Four consecutive unanswered calls revoke the permission automatically. Whether such calls connect in the UAE is a separate question, answered in WhatsApp calling in the UAE.

Marketing calls and messages: the Gulf rules

A call returning a customer's own enquiry is customer service. A call to promote something is telemarketing, and the UAE regulates it tightly. Cabinet Resolution No. 56 of 2024 took effect on 27 August 2024, with penalties under Cabinet Resolution No. 57.

The UAE penalties are not small. Clyde & Co reports fines for contacting numbers on the Do Not Call Registry. They are AED 50,000 for a first violation, AED 75,000 for a second and AED 150,000 for each one after.

What each channel costs on WhatsApp, and when it is allowed

On WhatsApp, the choice between text and voice is not a cost decision. Meta charges per message, by category and by the customer's country. A voice note sent in reply to a customer is a service message, priced exactly like a typed reply.

What changes is when each can be sent. Non-template messages, voice notes included, can only go out inside an open customer service window: the 24 hours after the customer's last message. Outside it, the business must use an approved template.

Meta's template documentation lists text, image, video, GIF, document and location headers. Audio is not among them. In practice, a voice note can never be the first message after more than 24 hours of silence. A text template opens the door, and a voice note can follow once the customer replies.

A month of messages for a Dubai clinic

Replies inside the window: 1,800 to UAE numbers, of which 400 are voice notes and 1,400 are text.

Free tier: the first 1,000 service messages cost nothing. That leaves 800 charged.

Service cost: 800 × USD 0.0157 = USD 12.56.

Reminder templates outside the window: 300 utility messages × USD 0.0157 = USD 4.71.

The one-page rule set a business can adopt

This is the part to print, or paste into the instructions for whoever answers your WhatsApp, human or AI. It is our synthesis of everything above. Adapt the details, but keep the order.

Three habits of a good voice note

These are our working rules, not research findings. Say who is speaking in the first seconds: the persona's name and the business. Keep it short enough to show a play button, and test your own encoder settings against the 512 KB limit. Sound natural, or do not send it: the 2016 study found that flat pace and intonation removed the humanising effect.

Voice note
A recorded audio message that plays inside the chat. On the WhatsApp Business Platform, an OGG file with the Opus codec, sent with the voice flag set.
Customer service window
The 24 hours after a customer's last message, during which a business may send any message type, voice notes included.
Template message
A pre-approved message used to start or restart a conversation outside the window. Its header can be text, image, video, GIF, document or location, never audio.
Text equivalent
Written content that gives a customer everything they need to act on from a voice note. A full transcript where the customer needs one.
Do Not Call Registry

How we checked this, and what we could not settle

Checked: the WhatsApp rules, rates and transcript details come from Meta's documentation and WhatsApp's own announcement, read on 2 October 2026. The voice studies and reading rates come from their published abstracts. The Saudi law is quoted from SDAIA's guide to it, and the UAE data protection summary from u.ae.

Not settled: the official UAE telemarketing text blocked automated access, so those rules are given as two law firms summarise them. The official Saudi law text would not open, so we give only the marketing rule SDAIA's guide explains. We did not verify Saudi calling-hour rules, or any rules for Qatar, Kuwait, Bahrain or Oman. We found no independent figure for the share of Gulf WhatsApp messages that are voice notes. We could not confirm which languages WhatsApp transcripts support today, including Arabic.
