AI automation for real estate in the Middle East: what brokers, developers and property managers can hand to an AI, and the rules it must follow

AI automation earns its keep in Gulf real estate on the messages nobody is free to answer. Think of the portal lead at 11pm, the off-plan launch weekend, the overseas buyer in another time zone and the tenant with a leak. It goes wrong when it says what a licensed broker may not: an unpermitted listing, a promised return, a visa answer given as fact. This guide maps what to automate, the Dubai and Saudi rules with their circular and article numbers, and how Learnmind.ai builds WhatsApp and voice agents that stay inside them.

The short answer

Automate the first reply, the qualifying questions and the viewing booking. That is where leads are lost at night and during launches, and all three run on facts the business approves.

Keep a licensed person on anything that commits the business. Negotiation, Dubai's contracts A, B and F, Saudi brokerage contracts and every payment stay with people.

Every listing the AI sends should already be permitted. Dubai requires a Trakheesi permit for any real estate advertisement. Saudi Arabia requires a REGA advertising licence for each one.

The AI never promises returns, visas or ownership rights. Saudi rules list misleading information about a property as a violation. Visa and ownership questions get the official source and a person.

Outbound is regulated far more tightly than replies. UAE telemarketing rules cover marketing messages on social media apps and limit marketing calls to 9am to 6pm.

Property managers gain most from triage. The AI reads the photo of the leak, sorts urgent from routine, and passes it on with the whole conversation attached.

The six moments where Gulf property businesses lose leads

Property enquiries in the Gulf rarely arrive at a convenient hour. Portal listings and social ads run all night. A launch squeezes weeks of interest into one weekend. Buyers abroad write when their own day ends, and tenants report problems when they get home.

A buyer browsing a portal can message several agents in the same evening. The table is how we map these moments before building anything, and the last column is where the AI stops.

An 11.40pm enquiry from a UK number, from first message to briefing

The message: "Is the two-bed in the new launch still available? What is the payment plan, and does it get me a golden visa?"

The reply, in seconds: two-bedroom units are on the approved availability list. The payment plan is quoted from the launch pack, with the permit number.

The visa question: "The UAE government publishes the investor criteria on u.ae. Here is the page. Our consultant can go through it with you tomorrow."

Qualifying: to live in or to rent out, budget band, cash or mortgage, and when they want to decide.

Booked: a video viewing at 10am UK time, shown in Dubai time in the agent's calendar.

Handover note: overseas investor, cash, asked about the visa, promised a call before 11am, no yield talk until the consultant has spoken.

What to automate for brokers, developers and property managers

A brokerage lives on listing enquiries and viewings. A developer lives on launches, payment plans and handover updates. A property manager lives on tenants who already signed. The same agent is built differently for each.

The viewing is the goal of the first conversation. Every message before it should move towards a slot.

Five qualifying questions, in the order a good agent asks them

  1. To live in or to investThe answer changes every question after it.

The AI should never ask about religion, even in Saudi Arabia, where ownership in Makkah and Madinah is restricted to Saudi companies and Muslim individuals. That question belongs with a person, if it is needed at all. Nationality is asked only when it changes what the buyer can legally do.

The Dubai rules an AI agent has to work inside

Dubai's Real Estate Regulatory Agency (RERA) sits within the Dubai Land Department (DLD). Its rules were written for people, not software, but they apply to whatever a brokerage sends, typed by a person or by an AI.

Advertising permits: Trakheesi and Madmoun

RERA's Real Estate Brokerage Practice Guide (second edition, November 2024) says brokerages "must obtain a permit for any real estate advertisement or marketing material through the Trakheesi system". The permit number must be shown on the ad. The 14 permit types include electronic ads, SMS ads, classified ads and promotion platforms.

DLD's service page sets the fees. Most permits cost AED 1,000, a project launch event permit costs AED 5,000, and an AED 20 knowledge and innovation fee is added. Processing takes one working day, and a broker must attach the marketing contract with the owner.

Since 24 April 2023, DLD has expected companies to show a Madmoun QR code on print and audiovisual ads. Scanning it confirms the ad is approved and shows who placed it. In April 2025, DLD said all ads must carry the code.

The regulator also watches. DLD's AI-enabled governance platform had monitored over 279,000 property ads by 24 April 2025, and 29% of the monitored listings were modified automatically. In October 2020, DLD fined ten companies for missing, manipulated or expired permits, each fine "a progressive AED 50,000".

Our reading: a listing the AI sends on WhatsApp is marketing material. It should carry the same permit number and Madmoun details as the portal ad, and an unpermitted unit should not be in its facts at all.

Who may market: broker cards and marketer cards

Bylaw No. 85 of 2006 regulates the Real Estate Brokers Register in Dubai, and broker cards are issued through Trakheesi. RERA Circular 02 of 2019 required developers' marketing and sales staff to hold a Real Estate Marketer card. The card follows training at the Dubai Real Estate Institute.

An AI agent holds no card. It works for the people who do, so the conversation should make clear which brokerage is speaking, and handovers go to a carded person.

Contacting owners: the Green List and Circular 1 of 2018

This is the rule that kills most outbound ideas. RERA Circular 1 of 2018 makes it "completely prohibited" to call or text owners on their personal mobiles to market property or company services. The penalty is AED 50,000, doubled on a repeat.

The 2024 guide adds the Green List, in the Dubai REST app, of registered owners whom brokers may contact. Contacting an owner not on it brings a violation, and suspension if the owner complains.

So an AI campaign asking owners "would you like to sell?" is out. Answering owners who message the brokerage first is a different matter, and owner outreach stays with the broker's own Green List process.

Off-plan: registration, escrow and exhibitions

Brokers marketing an off-plan project must check it is licensed and registered with RERA, with an escrow account. Buyers must be told to pay only into that escrow account, and the developer and brokerage need a marketing contract. Projects can be checked in the Dubai REST app, under Mashrooi.

At real estate exhibitions, DLD's permit conditions allow only preliminary reservations, not sales. For the AI, each project's escrow details sit in its facts word for word. Any request to pay elsewhere goes straight to a person.

Overseas property

RERA Circular 01 of 2021 limits a Dubai brokerage licence to properties registered in Dubai. It "does not authorise a broker to market or promote properties located outside the UAE". Only representative offices that own the property may market it, after RERA permits, and they may not take money or conclude sales.

So a Dubai brokerage's AI answers "do you have anything in Riyadh?" with a polite no, unless the business is licensed there.

Saudi Arabia: REGA licences, advertising licences and the new ownership law

Saudi Arabia regulates brokerage nationally, through the Real Estate General Authority (REGA). REGA dates the Real Estate Brokerage Law to 30 Dhu al-Qadah 1443 AH. Its Implementing Regulations hold the detail an AI agent runs into.

REGA's advertising licence service makes a brokerage contract with a marketing scope a condition of the licence. The violations schedule lists "providing misleading information or concealing material information regarding the property". An AI that rounds up a yield, or leaves out an encumbrance, commits that violation for the broker.

Article 14.3 deserves a plain example. "We sold the unit next door last week for" is out.

Off-plan projects

REGA's Off-Plan Real Estate Projects Sale and Lease Law, announced on 1 October 2023, needs an official licence before anyone promotes a project. That covers "local or international media, exhibitions, or invitations". Collected funds go into regulated guarantee accounts, so the AI quotes only licensed projects.

Non-Saudi ownership, in force since 22 January 2026

The Law of Real Estate Ownership by Non-Saudis entered into force on 22 January 2026. REGA says it covers residents, non-residents and non-Saudi companies, with applications through the Saudi Properties portal. In Makkah and Madinah, ownership is restricted to Saudi companies and Muslim individuals.

REGA said a Geographical Zones Document would be announced in the first quarter of 2026. Buyers will ask about this new law. The AI says it exists, links to REGA, and passes eligibility to a person who has read the current zones.

Personal data and marketing

Saudi Arabia's Personal Data Protection Law took effect on 14 September 2023. Article 25 bars sending advertising to a person's own means of communication without prior consent. The sender must also give a clear way to stop.

What the AI may say, and what it must never say

The fastest way to lose a licence is a confident sentence. Property questions invite them: yields, visas, next year's prices. This is the rule set we start from, before the business adds its own facts and limits.

"Guaranteed return" is the sentence to design out first.

Buyers ask it directly. In Saudi Arabia, misleading information about a property is a listed violation. Dubai's code of ethics asks brokers for honesty and uprightness, and the UAE fines deception on marketing calls AED 25,000 for a first offence.

The safe design is simple: the AI has no yield figures in its facts at all.

The yield question, answered safely

Buyer: "Can you guarantee me 8% a year if I buy this one?"

AI: "I can't promise any return. That depends on the market and on how the unit is let. I can give you the handover date and the developer's published service charge now. Would a call with our consultant tomorrow at 11am suit you?"

Handover note: investor, asked for a guaranteed 8%, told no return can be promised, call booked for 11am.

Follow-ups, calls and consent: the UAE telemarketing rules in practice

Replying to someone who messaged you is one thing. Chasing someone who did not is another. In the UAE, Cabinet Resolution No. 56 of 2024 on the Telemarketing Regulations draws that line, and it reaches further than most brokers expect.

Its definition of telemarketing covers calls from a landline or mobile, "including marketing text messages and marketing messages through social media applications". It applies to all licensed companies, free zones included. Unwanted calls exclude those "made at the request of the Consumer".

On our reading, a reply to a buyer who messaged first is made at their request. A cold WhatsApp to a bought list is a marketing message under the resolution.

Two clauses matter most for property. Companies must call only from numbers registered under their own licence (Articles 4(3) and 4(13)). Article 3(2) bars individuals from marketing calls on numbers licensed in their own name. On our reading, together they rule out the agent working leads from a personal SIM.

For individuals, the second and third tiers apply to a repeat within 30 days. Companies also face warnings, suspension of 7 to 90 days and, at worst, cancellation of the licence.

WhatsApp adds its own rule. Its Business Messaging Policy, updated on 23 September 2026, allows contact only with people who gave their number and opted in. It also requires a business to respect every opt-out, "either on or off WhatsApp".

A follow-up sequence that stays inside the rules

  1. Ask during the first conversation"Would you like updates when new units are released?" A yes, in the buyer's own words, is logged with the date.
  2. Follow up inside the open conversation firstWhile the buyer is still talking to you, a reply answers their request.

Off-plan launches: a worked example with Meta's October 2026 prices

A launch is the one moment a sales team cannot staff its way through. Interest arrives in a burst, mostly wanting five answers: payment plan, handover date, unit types, price and how to reserve.

From 1 October 2026, Meta charges for service messages, with 1,000 free per business phone number each month. In the UAE, a service or utility message costs USD 0.0157 and a marketing message USD 0.0576. After a click-to-WhatsApp ad, a free entry point window lets a business "send any type of message to the user at no charge" for a limited period. Meta's own pages have given both 72 hours and up to 7 days, so check its pricing page.

Meta's fees for one launch weekend

Enquiries: 500 in 48 hours. 300 arrive from click-to-WhatsApp ads, and 200 from portals and the website.

Replies: an average of eight messages per enquiry in the first three days.

Ad leads: 300 × 8 = 2,400 messages, all sent while the free entry point window is open. USD 0.

Other leads: 200 × 8 = 1,600 service messages. The first 1,000 are free, and 600 × USD 0.0157 = USD 9.42.

A week later: a marketing template to the 350 people who asked for release updates. 350 × USD 0.0576 = USD 20.16.

Total paid to Meta: USD 29.58, assuming UAE numbers and an unused free tier.

Property managers: maintenance, renewals and tenant questions

For a property manager, the inbox is tenants who already pay, reporting problems at the end of their day. The AI's value here is triage: sort what is urgent, get the right person moving, and tell the tenant what happens next.

Photos do much of the work. A picture of water under the sink shows a drip or a flood. The manager gets a job with the unit, the photo and the tenant's words already attached.

The AI does not decide who pays for a repair, because that depends on the lease and local law. It does not discuss deposits in a dispute. Both go to a person with the whole thread attached.

In Bahrain, property managers are licensed by the Real Estate Regulatory Authority. Wherever the property is, the manager stays accountable, and the AI is the front desk.

The Gulf has no single property regime. The table holds only what we confirmed from a regulator, the law itself or a law firm's published summary. Where we could not, it says "check locally". The UAE row describes Dubai, so check the other emirates locally.

A brokerage with offices in Dubai and Riyadh needs two rule sets in one agent, chosen by the listing, not by the buyer's phone number. Saudi and Omani law both make consent a precondition for marketing messages, so a consent log is needed everywhere.

How we checked this, and what we could not settle

Checked: Dubai rules come from DLD's pages, RERA's 2024 Brokerage Practice Guide and three RERA circulars on DLD's site. UAE telemarketing rules come from the English texts of Cabinet Resolutions No. 56 and 57 of 2024. Saudi rules come from REGA's English pages and SDAIA's translation of the PDPL. Oman's articles are from an unofficial English translation.

Not settled: we could not confirm brokerage, advertising and ownership rules for Qatar, Kuwait and Oman. The same goes for Bahrain's advertising rules and Abu Dhabi's procedures, so those cells say "check locally". The RERA circulars date from 2018 to 2021, and we found no notice withdrawing them. Applying telemarketing and permit rules to chat messages is our reading, not a regulator's ruling.

Can AI answer property enquiries on WhatsApp for a Dubai brokerage?
Yes, for the brokerage's own listings. It should answer from approved facts, quote only permitted listings, and hand offers, contracts and payments to a registered broker. Meta's terms restrict general-purpose AI assistants on WhatsApp, not a business answering its own customers.

Is it legal to use AI to follow up real estate leads in the UAE?
Replies to people who contacted you are made at their request, on our reading. Marketing to anyone else falls under Cabinet Resolution No. 56 of 2024, which covers social media messages and limits marketing calls to 9am to 6pm. RERA Circular 1 of 2018 also bars marketing messages to owners' personal mobiles.
