WhatsApp for Dubai hotels, tour operators and holiday rentals: serving guests who won't bother with your app
Turkish Airlines told Meta's Conversations audience that about half its passengers are flying with it for the first time, and first-timers are very hard to get onto an app. So the airline turned to WhatsApp. Dubai's visitor economy has a similar shape. The emirate recorded 19.59 million international overnight visitors in 2025, and many guests are dealing with a given hotel, tour operator or rental company for the first time. The short answer
First-timers are hard to get onto an app. Turkish Airlines' technology chief said it is "very hard to get them to install your mobile app", so the airline turned to WhatsApp.
Trust moved with them. One passenger screenshotted an SMS upgrade offer and sent it to the airline on WhatsApp to ask whether it was real.
Dubai draws guests from everywhere. 19.59 million international overnight visitors in 2025, with average hotel occupancy of 80.7%, according to Dubai's Department of Economy and Tourism.
No single market dominates. The largest source region was 21% of visitors, so a guest agent has to work in many languages, not two.
The agent must know the booking. Arrival, transfer, payment and changes come from your systems, and a person takes over when it matters.
Why Turkish Airlines went all in on WhatsApp
Kerem Kızıltunç, Turkish Airlines' Chief IT Officer, explained it on a panel with Meta's Nicola Mendelsohn. The airline carries a lot of transit traffic. As a result, "half of our passengers or customers are, like, first time."
- They are hard to get onto the app. It is "very hard to get them to install your mobile app or, like, stay on."
- They are always moving. Passengers are "always on the move, moving from one part of the world to the other."
- The airline still has to reach them. A disruption, a delay or a gate change needs an outbound channel that actually lands.
- SMS and email were the old answer. WhatsApp became the new one. Meta describes it as the airline's primary passenger communication channel, from upgrade offers to rebooking notices.
Mendelsohn summed it up for the room. First-timers are "probably not gonna wanna bother" with an app, so you "meet them where they are, which is often on WhatsApp."
The screenshot that settled it
Kızıltunç described the tipping point. A customer received an SMS about an upgrade campaign, took a screenshot, and sent it back to the airline through WhatsApp with one question: "Is this true?"
Kızıltunç's reading was that customers now find WhatsApp "more trusted" and "more convenient". The signal that mattered was that the customers changed their behaviour on their own, rather than the airline pushing them into a channel.
Dubai guests have the same reason to be wary. A visitor who receives an unexpected text with a payment link from a number they do not recognise has every reason to ignore it.
A consistent, verified business thread goes a long way to fixing that. Same number, same business name, and a history of useful messages above the new one.
Never ask for card details in chat. Send a secure payment link from your booking or payment system, and say in the thread that you will never ask for a card number.

Dubai's guests come from everywhere
Dubai's Department of Economy and Tourism recorded 19.59 million international overnight visitors in 2025, a third successive record and up from 18.72 million in 2024.
The mix matters as much as the total. No single region supplied even a quarter of visitors.

For a hotel, a safari company or a holiday home operator, that table is a language plan. The guest writing at 2am from the airport may write in Russian, Hindi, German or Arabic. An agent that handles only one or two languages will leave the rest waiting for a person.

Tour operators have their own version: pickup times from hotel lobbies, what to wear, what happens if the weather turns. Holiday home operators field check-in instructions, access and Wi-Fi at every hour. The pattern is the same. Most of these questions are lookups, and every one of them is urgent to the guest.
Upgrades and offers, done as a conversation
Meta says Turkish Airlines uses WhatsApp for upgrade offers as well as operational messages. Hotels have the same opportunity: a better room at check-in, a late checkout, a spa slot on a quiet afternoon.
- Offer it in the thread the guest already trusts, not by a separate text they will doubt.
- Keep offers apart from service messages. A template that mixes an update with a promotion is categorised as marketing, with marketing rules.
- Offer with consent. A guest who gave you a number to receive a booking confirmation has not agreed to promotions.
- Make yes easy. One reply books it, and the agent confirms the price in writing.
Famous brands still need the conversation
The same Meta panel had a second lesson for Dubai's best-known hotels and attractions. Jonnie Cahill, who leads marketing for PepsiCo's international foods business, said brands such as Lay's and Doritos already have mass recognition. Being known was not the problem. As Cahill put it, "salience alone isn't enough."
PepsiCo's answer was a WhatsApp community around the 2026 FIFA World Cup, with more than five million participants signed up a week before the tournament, and voice notes from footballers. The point for a hotel is smaller and more useful. A famous name gets the booking. The conversation around the stay is what earns the next one.
The rules that shape guest messaging in the UAE
Federal Decree-Law No. 45 of 2021
Personal Data Protection Law. Guest names, numbers, passport details and stay history are personal data. Guests may ask for correction and may ask you to restrict or stop processing, and the law sets rules for transfers across borders.
