WhatsApp AI agents for UAE used-car and car rental businesses: what Motorway and Movida measured

Two car businesses told Meta's Conversations audience in London what happened when they put WhatsApp at the centre of how they talk to customers. Motorway runs a UK marketplace where people sell their cars to dealers. Movida rents cars in Brazil. Both models exist in the UAE, and so do the WhatsApp enquiries that come with them. The short answer

Motorway's dealer click-through rate rose 40.6% after a push into WhatsApp, and read rates ran more than 50% above email, according to its Chief Product Officer.

Movida's agent resolved 85% of conversations without staff, in Meta's published case study. Its conversion rate reached 14.9% against a previous best of 9.7% in week four of the test.

Both figures are self-reported, and neither is a UAE figure. What transfers is the design, not the number.

The design is two-way. Meta's Alex Schultz warned that one-way blasts decay as people mute, unsubscribe and report.

Start with one journey. Movida started with reservations. A UAE dealer would start with "is this car still available".

What Motorway does with WhatsApp

Motorway is a consumer-to-business marketplace for used cars. Its Chief Product Officer, Tanya Cordrey, explained that the company talks to two very different groups: private sellers, and dealers with "very specialist needs". Her principle was simple: "we have to be where our customers are."

Cordrey named the shift that made the difference. Motorway stopped treating WhatsApp as "a one-push channel" and started treating it as "a conversation starter, a personalization engine, even a sort of product engagement tool".

The warning that came with the numbers

Schultz agreed, and then went further. Using WhatsApp "as a one-shot push notification channel is not gonna work in the long run," he said. The early click-through rates are real, and then they fall, because nobody is engaging the customer back and forth.

What happens next, in his words: "the customer will mute your thread, they'll unsubscribe, they might even mark you as spam." After that, "we can't deliver the messages".

The allowance is shared across the business. Meta calculates messaging limits at the business portfolio level, shared by every number in it. A new portfolio starts with a limit of 250 unique customers in a moving 24-hour period, for messages sent outside a customer service window. A sales blast spends the same allowance your service number relies on.

Replies are not rationed the same way. The limit applies to messages you send outside a customer service window. A customer who writes to you first opens that window.

Our conclusion from Motorway's shift: every message should be built to get a reply, and something has to answer that reply in seconds. For a showroom, that is the difference between a Saturday broadcast and a pipeline.

What Movida did with an agent

Movida is a Brazilian car rental company. Its CEO, Gustavo Moscatelli, told the panel that WhatsApp "is the most important communication channel" in Brazil, which is why the company put its agent there. In Moscatelli's words, the business is "not about the cars, it's about the service".

On stage, Moscatelli said conversion over the previous three weeks had doubled against the rate before the agent. Meta's moderator, Derya Matras, noted the project had begun two and a half months earlier. The two figures use different baselines, and the written one is the one to rely on. Meta marks every case study in the report as self-reported and "not identifiably repeatable".

Moscatelli's advice to other businesses was short. Understand what your client wants. Then "start simple": Movida began with the reservation journey and is extending the agent across the rest of the rental cycle.

Why a rental agent and a used-car marketplace need the same thing

Schultz told Motorway to study Movida. "They rent and you sell," he said, but "there's a lot of similarities here." Both run on questions that are easy for a machine and expensive for a person.

His broader point was about cost. Schultz said conversational selling works where it is cheap to have a person answer every message. A business that cannot afford that, he said, should tell itself: "I should use agentic AI to answer the questions that are coming in." Cordrey added that Motorway has often found its customers "don't actually want to talk to a human being" in the first place.

The same trade exists in the UAE

The UAE used-car market has digital players that buy cars from the public, as Motorway's dealers do. Kavak, for example, buys cars from private owners, takes trade-ins and sells certified pre-owned cars. It has locations in Dubai, Abu Dhabi and Sharjah, and offers a seven-day or 300 km return window. Traditional dealers and rental desks sit alongside them, fielding the same kinds of questions.

What differs in the UAE is the content of those questions. Buyers ask whether a car is a GCC specification, whether it has agency service history, and what the warranty covers. Renters ask about deposits, mileage limits, delivery to a hotel, and whether their licence is accepted. None of that is in a general-purpose model's head. All of it has to come from your records.

What a car agent must never say on its own

Consumer Protection. Obligations sit with the supplier. A price, a condition claim or a warranty statement given to a consumer through your channel was given by your business, whoever typed it.

Rental and leasing agents also collect identity documents. Those are personal data under Federal Decree-Law No. 45 of 2021, so decide in advance where they are stored, who can see them, and when they are deleted.

Follow-ups that start conversations instead of ending them

Motorway's numbers came from tailored, personalised messages to dealers. The same rules keep a UAE car business on the right side of Schultz's warning.
