ChatGPT on WhatsApp in the UAE: it ended in January 2026, and what that means for your business

ChatGPT stopped working on WhatsApp on 15 January 2026. Meta changed the WhatsApp Business Solution Terms to bar general-purpose AI assistants, and OpenAI's number went with it. Most pages still describing how to "use ChatGPT on WhatsApp" were written before that. The part that matters for a UAE business is the part the headlines missed: your own customer-service assistant is explicitly still allowed.

The short answer, in five lines

The consumer service is gone. OpenAI ran ChatGPT on WhatsApp from December 2024 on the number 1-800-242-8478. It ended on 15 January 2026.

Meta ended it, not OpenAI. Meta's revised Business Solution Terms bar general-purpose AI assistants from the WhatsApp Business Platform. Perplexity and others went the same way.

Business assistants are not banned. Meta permits and encourages structured bots for customer service, bookings, order tracking and escalation. That is the opposite end of the policy from what was removed.

The line is "general-purpose" versus "your business". An assistant that will discuss any topic is barred. One that handles your customers, about your business, is not.

For UAE businesses the channel matters more than most markets. WhatsApp voice and video calling is restricted here, so text carries more of the customer relationship.

The distinction that decides whether you are affected

Barred: general-purpose assistants. Powered by a large language model, open to any topic, not tied to a specific business process, acting as a general assistant. Meta's wording also stops AI being the primary functionality offered through the Business API. ChatGPT and Perplexity are the named examples.

Permitted: structured business assistants. Customer service, FAQs, order enquiries, appointment management, ticket classification, escalation to a human, notifications and sales. Meta does not merely tolerate these, it encourages them.

The test in one question: would your assistant answer a question that has nothing to do with your business? If yes, you are on the wrong side of the line. If it answers about your services, your prices and your availability and hands anything else to a person, you are on the right side.

This is why the headline "Meta bans AI chatbots from WhatsApp" caused so much unnecessary alarm among businesses in Dubai. How we checked this, and what we could not settle

Checked: the 15 January 2026 end date and the 15 October 2025 date for newly registered accounts, against contemporaneous reporting and OpenAI's own transition notice. The UAE restriction on WhatsApp voice and video calling against the regulator's published VoIP policy and permitted-application list. Meta's position on which assistant types remain permitted.

Not settled: how Meta enforces the general-purpose test in borderline cases. The terms describe the category rather than publishing a threshold, and we have not seen an enforcement decision that draws the line precisely. A narrowly scoped business assistant is plainly inside the policy; an assistant that happily discusses the weather is plainly outside it; the middle is undefined and we will not pretend otherwise.

What the UAE's own rules add, on top of Meta's

Meta's terms decide what may run on WhatsApp. UAE federal law decides what you may do with what the conversation produces. Both apply, and the second is the one most buyers never ask about.

The Personal Data Protection Law. In force since 2 January 2022. It covers processing of personal data by electronic systems, inside or outside the country.

Processing needs the data subject's consent, except where it is necessary to protect a public interest or to carry out legal procedures and rights. People can ask you to correct inaccurate data, and can ask you to restrict or stop processing.

A WhatsApp thread is personal data. The number is an identifier, the message body often carries far more, and the transcript sits in whatever system you connected. Three practical consequences follow.

Federal Law No. 15 of 2020

Consumer Protection. Suppliers are prohibited from using consumer data for marketing purposes.

That is a sharper rule than many businesses expect. A customer messaging you about a delivery has not given you a marketing list.

The practical reading: service conversations and marketing conversations are separate, and the consent that covers one does not cover the other. Build them as separate flows with separate records of permission, and the question never becomes an argument.

If you were using the ChatGPT number for work

Some UAE businesses were using the consumer service as a drafting tool: writing replies in it, then pasting them to customers. That is now gone, and the replacement is not a different number.

  1. Find out what it was actually doingDrafting replies, translating, or summarising? Each has a different replacement, and two of the three do not need WhatsApp at all.
  2. Move drafting off the customer channelChatGPT still exists on web, iOS, Android and desktop. Nothing about the January change affects those.
  3. Check what customer data was pasted into itIf staff were pasting customer messages into a consumer assistant, that is a processing question under the PDPL, and it is worth answering before someone asks you.
  4. Decide whether the customer-facing job is realIf customers were genuinely waiting on replies, you have an answering problem, and that is what a business assistant on your own number solves.
  5. Write the scope down before you buildWhat it answers, what it never answers, and who it escalates to. This is the document that keeps you inside Meta's rules and the PDPL at the same time.

What the rules mean for the assistant you build

Four design decisions carry almost all of the compliance weight. None of them is technical.

Consent capture
Record when, where and how someone agreed to be messaged. A screenshot of a web form with a timestamp is worth more than a policy document.
Purpose separation
Service replies and marketing sends are different purposes. Keep the lists, the consent and the templates separate.
Retention
Decide how long transcripts live before you switch anything on. "Forever, in whatever the vendor's database does" is a decision, just not a good one.
Escalation
A named human, a defined trigger list, and a route that works out of hours. This is also the answer to most of the awkward regulatory questions.

The free phone app. No automation hooks worth building on, and limited to a couple of devices.
Customer service window
The 24 hours after a customer messages you, during which you can reply freely without a template.
Template
A pre-approved message used to start a conversation or reply outside the window. Categorised as marketing, utility or authentication, and charged.
General-purpose assistant
An assistant open to any topic and not tied to a business process. The category Meta barred on 15 January 2026.
Opt-in
A recorded permission to receive business-initiated messages. Meta requires it, and UAE consumer law makes the marketing case stricter.
