AI automation for a luxury boutique in the Gulf is an assistant on the brand's WhatsApp that answers stock, size and price questions in seconds. It holds a piece, books a private appointment and briefs the right advisor, in Arabic or English and in the house voice. It never improvises a price, a discount or a tax rule. This page sets out what to automate and what to keep with people. The short answer
Automate the questions, keep the relationship. Stock, sizes, opening hours, holds, appointments and tax-free questions suit an assistant. The client book, rare allocations and the regular who asks for their advisor by name stay with people.
Every price and stock answer comes from a live, approved source. A confident wrong answer costs more than a slow right one. Outside the approved facts, the assistant hands over.
Tourists get exact answers in the UAE. The minimum is AED 250 per tax-free transaction, excluding VAT, with export validation within 90 days. The Federal Tax Authority's current rules deduct 13% of the VAT plus AED 3.60 per transaction.
Jewellers carry a duty the assistant must respect. Cash deals of AED 55,000 or more with individuals trigger a report to the authorities, and related payments count together. The assistant never helps a client split a payment.
WhatsApp replies are now billed. From 1 October 2026, Meta charges for service messages after 1,000 free per business number each month. In the UAE that is USD 0.0157 a message, against USD 0.0576 for a marketing message.
Promotions need opt-in everywhere. WhatsApp's own policy requires it. Oman's data protection law demands prior written consent for marketing, and Qatar's prohibits unsolicited direct marketing.
What luxury clients ask a boutique on WhatsApp, and who should answer
The messages a boutique, jeweller, watch retailer or perfume house receives fall into a small number of patterns. Most have a factual answer the business already knows. A few need taste, judgement or a manager's signature. The split below is ours, drawn up as a starting point for a luxury retailer to adapt.

Two rows decide whether the assistant feels like a boutique or a call centre. The regular who asks for an advisor by name gets routed, not answered on the advisor's behalf. And an assistant that argues about a broken clasp spends trust the house took years to build.

Clienteling on WhatsApp: the assistant opens the door, the advisor keeps the client
Clienteling is the oldest habit in luxury retail. An advisor keeps a book of clients, knows their sizes and occasions, and gets in touch when the right piece arrives. When that book lives in WhatsApp threads, the question is not whether to automate the relationship. It is which parts of it a machine can carry without the client feeling handled.
- AI clienteling
- An assistant that answers clients on the boutique's own number, remembers their sizes, occasions and advisor, and passes the moments that matter to that advisor.
- AI personal shopper
- An assistant that asks about the occasion, size and taste, then suggests pieces from the approved catalogue. It recommends only what the business has and can sell.
- Customer service window
- In Meta's pricing, the 24 hours after a customer last messaged the business. Inside it, the business can reply in free form.
- Template
- A pre-approved message format a business uses to start a conversation, or to write once the window has closed. Templates are categorised as marketing, utility or authentication.
- Opt-in
- The client's permission to receive messages from the business. WhatsApp's policy requires it before a business contacts someone.
- Free entry point window
- The period that opens when a business replies to someone who arrived from a Click to WhatsApp ad. Meta does not charge for messages while it is open.
WhatsApp's Business Messaging Policy sets two rules that shape clienteling. A business "may only contact people on WhatsApp if: (a) they have given you their mobile phone number or username; and (b) you have received opt-in permission". A new-arrival message from the business number needs that permission on record.
The second rule covers automation. A business "may use automation when responding during the 24-hour window, but must also have available prompt, clear, and direct escalation paths". The policy lists in-chat transfer to a human agent, a phone number, email, web support, a support form and "In-store visits (ex: visit retail store, bank branch)". For a boutique, the in-chat transfer to the advisor keeps the client in the thread they started.
A common weak point is the advisor's own phone. When the best clients message an advisor directly, nobody else sees the thread, and part of the client book leaves with that advisor. One business number, with one record per client, turns a personal habit into something the house keeps.
What the advisor should receive at handover
A handover works when the advisor can reply in one message, without asking anything the client already said. Here is the note we would want an assistant to write.

Do not: suggest a different size. The client was clear about the fit.

Stock, sizes, holds and payment links
The most common luxury question is some form of "do you have it". The answer depends on data that changes by the hour. An assistant reading last month's list will answer quickly and wrongly, which is the failure to design out first.
- Read stock from where staff read it. The same system, or a list someone updates on a fixed rhythm. If the data is older than that rhythm, the assistant says it will check, and a person confirms.
- Quote the house's own size guide. Sizing differs between houses and categories. A generic conversion table invites returns.
- Say "the last one" only when the data says so. Scarcity stated as pressure reads as a sales tactic. Stated as a fact, when asked, it is service.
- Answer photos. Clients send screenshots of pieces they saw online. An assistant that can read the image and match it to the catalogue saves a round of "which one do you mean?".
Showing pieces inside the chat
Meta's catalogue documentation describes four ways to show products in WhatsApp. A single product message highlights "one specific product with its image, price, and description". A multi-product message presents "a curated selection of up to 30 products organized into sections". There are also catalogue messages and product carousels.
Customers can add up to 99 units of each item to a cart, and only one cart exists per chat thread. For a boutique, a curated set of eight pieces in the client's size is closer to a private edit than a link to the whole collection. WhatsApp's policy adds one condition: a business selling through catalogues "must comply with the policies and prohibitions listed in the Meta Commerce Policy".
A hold policy the assistant can follow
- Confirm the exact pieceReference, colour, size and boutique, read back to the client in one line.
- State the expiry in writing"Held for you until 8pm tomorrow, Dubai time." A hold without a time becomes a dispute.

Three payment rules worth writing down before launch.
The assistant sends links, never collects card details. Refunds go back to the method that paid, unless a manager decides otherwise. Any request involving cash, a third-party payer or a large sum goes to a person.

Private appointments: from the first message to the fitting room
A private appointment is the part of the sale a boutique controls best. The assistant's job is to make the visit better prepared than a walk-in. That means asking a few questions once, booking the right advisor and sending a brief before the client arrives.
- Ask the occasionA wedding, Eid, a gift or a personal piece. The occasion decides which pieces the advisor pulls.
- Ask sizes and preferences onceThen save them to the client record, so the next appointment starts there.
- Offer the advisor the client knowsOr the specialist for the category: fine jewellery, watches, fragrance or ready-to-wear.

The budget question deserves care. Some clients would rather not state a number to a machine. A good assistant asks about the occasion and the recipient instead, and only uses a budget the client volunteers. "Around AED 5,000" from the client is useful. "What is your budget?" from the assistant often is not.
A client who sends a voice note expects to be understood, in Arabic or English. A short spoken reply, at the right moment, can feel closer to an advisor than a paragraph. See AI voice notes for luxury brands.
From 1 October 2026, Meta charges for utility messages sent inside the customer service window, which were free from 1 July 2025. A reminder sent to a UAE number costs USD 0.0157, inside or outside the window. Free-form replies count as service messages, with 1,000 free per business number each month.
Gifting seasons across the Gulf, and what changes in the conversation
Luxury retail in the Gulf follows two calendars. Religious holidays move with the moon, and national days are fixed. Each brings questions about delivery cut-offs, wrapping, engraving lead times and opening hours.

The UAE government's holiday page states that "Islamic holidays are determined according to moon sighting". If Ramadan lasts 30 days, day 30 becomes an Eid Al Fitr holiday. So an assistant should never hard-code an Eid date weeks ahead. Someone updates the date, hours and cut-offs when the announcement comes.
Seasonal campaigns: the rules before the message
- Only opted-in clients. A seasonal message is a marketing template. It goes only to clients who agreed to hear from you.
- Templates approved in advance. Submit the Eid or National Day template early, so approval is not the last-minute problem.
- Opt-outs are honoured at once. WhatsApp's policy says a business must respect requests to opt out, "including removing that person from your contacts list".
What an Eid message to 1,500 opted-in UAE clients costs in Meta fees
Marketing templates delivered: 1,500 x USD 0.0576 = USD 86.40.
Clients who reply: 400, and the assistant sends each of them three messages, so 1,200 service messages.
If the month's 1,000 free service messages are already used: 1,200 x USD 0.0157 = USD 18.84.
Total Meta fees: about USD 105.24, before any build or management cost.
What to count afterwards: holds placed, appointments booked and pieces sold from those 400 conversations.

Tourists and VAT refunds: exact answers by country
A visitor may ask about tax-free shopping before buying, sometimes from a hotel room the night before. The answer differs across the Gulf. In the UAE, two government pages disagree on the deduction, so an assistant has to answer from the right one.

The UAE government portal, u.ae, last updated on 30 March 2026, still says the tourist receives 85% of the VAT and pays AED 4.80 per tax-free tag. The FTA page, last revised on 25 August 2026, gives 13% and AED 3.60. The FTA administers the scheme, so its page is the one to quote. Someone should re-check it whenever the assistant's tax-free answer is reviewed.
A tourist buys a handbag priced at AED 10,000 before VAT
VAT paid at 5%: AED 500.
Deduction of 13% of the VAT: AED 65.
Fee for one tax-free transaction: AED 3.60.
Expected refund: AED 500 minus AED 65 minus AED 3.60 = AED 431.40.

Three things the assistant must never say to a tourist.
That a resident qualifies. That your store is in the scheme, unless it is registered. That the refund will be a specific amount, which the operator decides at validation.
Jewellery and watches: prices, certificates and the AED 55,000 cash rule
Jewellers in the UAE work under anti-money laundering rules that fashion boutiques do not. The Ministry of Economy and Tourism's Supplemental Guidance for Dealers in Precious Metals and Stones, dated March 2026, sets them out. Under Federal Decree-Law No. 10 of 2025 and Cabinet Resolution No. 134 of 2025, these dealers count as Designated Non-Financial Businesses and Professions.
The guidance requires a Dealers in Precious Metals and Stones Report, the DPMSR, in three cases. A cash transaction with a resident individual of AED 55,000 or more. The same with a non-resident individual. A transaction with a company or entity of AED 55,000 or more, "whether in cash or through wire transfer".
Related payments count together. The AED 55,000 threshold applies to "any single transaction, or series of transactions that appear to be related". In the Ministry's own example, a client pays a 25 percent cash deposit, another 25 percent a week later, then the balance. Each payment is below the threshold. Together they are covered transactions.
What counts as precious is defined too. Gold needs a purity of at least 500 parts per 1,000. Polished diamonds count from 0.3 carats per loose stone, or 0.5 carats per stone when mounted. The guidance also asks dealers to treat as precious "any object where at least 50 percent of its monetary value is derived from precious metals or precious stones". On our reading, that can reach a gem-set watch, depending on where its value lies.
Red flags an assistant must hand to a person
The guidance lists red flags and worked examples of covered transactions. Several of them arrive first as a WhatsApp message. The middle column is our translation into chat; the right column is what we would build the assistant to do.

Record-keeping reaches the chat as well. Dealers must keep records "covering all transactions, CDD documentation, business correspondence" for at least five years from the latest of several events. On our reading, a client thread about a purchase is business correspondence. It belongs on the business number, not an advisor's phone.
A separate Ministry circular, MOEAML 02/2023 of 23 March 2023, asks dealers to display a "Data Disclosure Notice" visibly in their premises. The notice is for customers to disclose their data when dealing with the dealer. The circular speaks of premises, not chats. We suggest the assistant says, in plain words, that some purchases need identification, before a client arrives expecting otherwise.
Prices and certificates
If your gold pieces are priced from the day's rate, the assistant reads the rate you set that day, never a stored figure. Which pieces come with a grading report is a fact you supply. A specific stone's history or a pre-owned watch's papers go to a specialist.
Brand voice discipline: the difference between a house and a chatbot
A luxury client notices tone before content. One exclamation mark in the wrong place can undo a well-written answer. Brand voice is a set of rules the assistant follows every time, written down before launch and tested on real questions.

- A word list. The words the house uses ("piece", "atelier", "fitting") and the words it never uses ("cheap", "deal", "bargain").
- One level of formality per language. An assistant that is formal in Arabic and casual in English sounds like two brands.
- Names and titles. How to address a client, and when to move to first names. Usually only after the client does.
- No claims the house would not print. No "best in Dubai", no invented heritage, no comparisons with other houses.
Arabic deserves its own brief. Gulf clients may write in dialect, in Modern Standard Arabic, or switch to English mid-thread. The assistant should follow the client, in the brand's register. We cover the detail in Arabic WhatsApp AI assistants in the UAE.

A brand with boutiques in several Gulf states needs one assistant that knows six rulebooks. The table gives the cells we could source on the day of writing. Where we could not confirm a rule, it says "check locally".

Boutiques in the Dubai International Financial Centre fall under DIFC Law No. 5 of 2020, the centre's own data protection law, which the UAE government lists separately. WhatsApp's own rules apply in all six countries, on top of local law.
WhatsApp rates also differ by market, and Meta moved several markets onto their own rates on 1 October 2026, Kuwait and Oman among them. Budget per country, not from one Gulf average.
Client data, consent and opt-outs
A luxury client record holds more than a name. Sizes, anniversaries, a spouse's taste and the pieces a client tried and declined are exactly what makes clienteling work. They are also personal data, and the client trusted the house with them.
The UAE government summarises Federal Decree-Law No. 45 of 2021 plainly. It "prohibits the processing of personal data without the consent of its owner, except for some cases". It gives people "the right to request for corrections of inaccurate personal data and to restrict or stop the processing". WhatsApp's policy adds that a business must secure the notices and consents it needs, "including maintaining a published privacy policy".
- Record each opt-inThe date, the channel and the wording the client agreed to, on the client record.
- Keep service and marketing apartAn answer about a hold is service. A new-collection message is marketing, and needs opt-in.
- Honour opt-outs everywhere at onceOn the business number, in the CRM and in the advisor's campaign list, the same day.
- Keep only what serves the clientSizes, occasions and the preferred advisor. Nothing the client would be surprised you noted.
- Publish the privacy policyWhatsApp's policy requires a published one. Link it from the WhatsApp business profile too.

Checked: the UAE refund rules come from the Federal Tax Authority's page, read on 2 October 2026 and compared with u.ae. The jeweller rules come from the Ministry's March 2026 guidance and its 2023 circular, read in full. WhatsApp rules come from the Business Messaging Policy and Meta's pricing and catalogue documentation.
Not settled: Saudi Arabia's refund details come from a news report, as we could not open ZATCA's site. Bahrain's current refund rules could not be confirmed. National days come from reference pages, and four data protection summaries from a law firm's guide. Meta's own pages have given both 72 hours and up to 7 days for how long a free entry point window stays open, so we state no single figure.

What should a Dubai boutique tell a tourist who asks about the VAT refund?
Quote the Federal Tax Authority: aged 18 or over, not a UAE resident, on a tourist visa, AED 250 minimum per transaction excluding VAT, and
export validation within 90 days. The FTA deducts 13% of the VAT plus AED 3.60 per transaction. Only say your store takes part if it is
registered, and never promise an exact refund.
Is there a tourist VAT refund in Saudi Arabia, Qatar or Kuwait?
Saudi Arabia's took effect on 18 April 2025, with a reported SAR 500 minimum and 90 days to export. Qatar and Kuwait have no VAT, so there
is nothing to reclaim. For Bahrain and Oman, check the current rules locally before the assistant answers.
Can a jewellery store's WhatsApp assistant take large payments?
It can send a payment link within your policy, but large sums and anything involving cash go to a person. In the UAE, cash deals of AED
55,000 or more with individuals require a DPMSR report, and related payments count together.
